An alleged discrimination in freight rate differentials on shipment of news print paper to publishers in Washington and Baltimore wae again attacked before the Interstate Com- merce Commission today by represen- tatives of the Washington Publishers’ Assoclation and The Evening Star Newspaper Company, complainants in a proceeding begun more than a year ago seeking a reduction of the Washington and Baltimore rate on news print paper. Final argument on the tentative re- port on the complaint issued several months ago by Examiner Hunter in the case was made today by Mason Mangum, attorney for the assoclated 22 STAR, complainants, and T. D. Geoghegan, traflic manager for the Publishers’ As- soclation. Mr. Mangum declared the basis of the entire issue, which in- volves nearly a score of publishing companies in its entirety, is based on what he declared to be the wide dif- ferentials between class and com- modity rates on news print shipments. He quoted rates from southern points, which he said were comparable to the New England-Washington and Nlag- ara Fall-Washington rate, to show that rate discrimination was shown against Washington and Baltimore. Rate Differential Too High. Mr. Geoghegan, answering a ques- tion from Commissioner Hall, sald | the rate differential between Wash- ington and Baltimore was too high, ranging in some cases up to 14 cents, and in others down to 2 cents. Most of the New England newsprint used in Washington comes from East Mil- linocket, Me. while the Canadlan newsprint comes from the territory between Quebec and Montreal. Examiner Hunter's tentative report recommended that the rates for transportation of newsprint to Wash- ington be held unreasonable to the extent that they exceed the rates applicable to Baltimore from the same points of origin by more than 1 cent per 100 pounds. This was one of the main issues the Washington publishers were working for, along with a general downward revision of the entire newsprint rate schedule. I WASHINGTON. D. C..
