Anthony of Kpnsas, chairman of the subcom- mittee which handled the War De- partment estimates explains that the budget contained provision for increages of $96 each to the three watchmen and two floormen at the Washington Monument, and of $80 each to the three watchmen at the Lincoln Memorial.
