Dr. Rodrigo Octavio of Rio de Janeiro will be umpire of the new American-Mexican special claims commission created by convention signed last September by the United States and Mexico, it was announced last night oy the State Department. Appointment of the American and Mexican commissioners is expected soon. The commission will hold sessions in Mexico City and will undertake the task of adjusting claims originat- ing from 1910 to 1920 between the United States and Mexico and their nationals.
