Bowie of Washing- tion, chief forecaster of the United States weather bureau, will sail from New Orleans for France tomorrow, on the French steamship Jacques Cartter, for the purpose of studyins en route meteorological conditions in the Atlantic ocean. As 2 result of Maj. Bowie's trip weather bureau officials hope to be able to establish an effective hurri- cane warning system in the Atlantic as is maintained for the Gulf of Mex- ico. BERLIN, February 10.—So far the trade of the United States with Ger- many has been affected only slightly by the Ruhr occupation, according to Arthur Dunning, secretary of the American Chamber of Commerce in Berlin, and to other American com- mercial officials here. However, many orders placed in Germany by American firms last year for delivery within the next few months have been canceled, while other American fmporters have cabled over that they would make good on their orders only it the shipments were insured against war risks. Situation May Change. “As most shipments of goods (o the United States go by way of Ham- burg or Bremen and the actual Ruhr blockade has lasted only about a eok, German trade with the United States has not been affected so far.” said Mr. Dunning. “In a few weeks or more the situation may be entire- ly changed. Manufacturers with whom American importers have con- traots will be either entirely without coal or will have to buy coal in Great Britain, which_will cost them far more than the Ruhr coal they use ordinarily. As a result, the prices of goods will go higher and they will be unable to fill their con- tracts.
