18 FRANCE SEEKING FAVORS N TURKEY Enormous Pre-W/ar Debt Be- hind Unusual Efforts T Forth. BY CONSTANTIN By Cable to The Star und Copyright, CONSTANTINOPLE, 2 though settlement of the Turkish question is still uncertain, France is doing her utmost to obtain a privi- leged position in Turkcy. The reason is plain to any one who remembers Turkey's enormous pre-war debt to . France. According to reports from Angora the Turk nationalist govern- ment has obtained a loan of 70.000.- 000 francs from a Paris bank, which has been given authority to open branches chere i atolia. w ouse Privileges. The same k has been given the exclusive privilege of building ware- houses in Anatolian ports. On the other hand, Col. Mougin, the French political agent in Angora, has assured Mustapha Kemal Pasha that France agrees with the Turkish view in regard to the neutrality of straights and that steps should be taken at once to induce the other al- lies to agree not to allow the Greeks to use Co tinople as a naval base in the war against the nationalists. Turk-Franco Clubs. In its efforts to improve French re- lations with Turkey the French gov- crnment has decided to open through- out Asia Minor clubs similar to the America Y. M. C. A. clubs and will name them the Union of Turkish and French Youth. Since neither the Turks nor the nch have sufficient experience in to organize the clubs sked the minister of pub- ‘onstantinople to tell T out the organizations of the American Y. M. C. A. and Y. W. €. A. The ne clubs will be pattern- ed as closely as possible after these American models.
