CHARGE DRY OFFICERS OVERSTEPPING RIGHTS Persons Prevented From Buying Medicinal Whisky and Grain Alcohol, Say Distillers. LOUISVILLE, Ky. July 27.—Dis- tillers of the country, departing to- day after meeting here vesterday to select a committee to work with the Treasury Department in relation to the concentration of medicinal whis- ky and grain alcohol, expressed en- tire satisfaction with the results of the gathering. Resolutions appealing to the Presl- dent, Secretary of the Treasury and commissioner of internal revanue to see that Prohibition Commissioner Haynes properly conducts his office in conformity with the legal regulations were passed and coples were sent to each of those named. In the event the resolution is ignored or mnot act- ed upon, federal Injunctions will be sought by the distillers throughout the esuntry to prevent the prohibi- tlon enforcement officials from ex- ceeding their authority and to force them to observe the laws and the limits _of their authority, Attorney Levl Cooke of Washington, counsel for the distillers, declared. Judge J. H. Hazelrugg of Frank- fort declared the prohibition enforce- ment officials had infringed upon the constitutional rights of citizens. He claimed the eighteenth amendment does not prohibit the use of medicinal whisky. Distillers claim citizens are now restricted from obtaining de- sired and required amounts of liquo through the personal instructions of prohibition authorities. The resolution of the distillers sald: ‘“The exercise of arbitrary discretion has led in the past few months to scandalous exhibitlons of corruption hy public officers employed under the federal prohibition commissioner and the distillers are convinced that pro- hibition may be accomplished only by the scrupulous adherence to the pro- ]\Ilic:ns of constitutional and statute aw."” BIGAMY CASE REVIVED. 1LOS ANGELES, Calif., July 27.—Mrs. Ethel Turner Osbaldston Stewart, al- leged bigamous wife of Donald D.
