ISON, Wis., July 27.—Two con- tests of outstsnding importance are befors the Wisconsin voters at the September 5 primary, the one between Senator Robert M. La Follette, seeking Tenomination for the third time as the republican candidate for United States senator, and Dr. W. A. Ganfleld, president of Carroll College, and the other between Gov. J. J. Blaine, seek- ing renomination as republican candi- date, and Attorney General William J. Morgan, his opponent. t"mlullm" s the 1issue being stressed by the candidates oppos Senator La Follette and cob’f"i;f.‘m‘é’. Who are in e political partnership. According to the La Follette faction the issue is between “progress and Leaction,” between the principles enunclated by Senator La Follette during his twenty-five years as a Dolitical leader in Wisconsin, and Wwhat they ~term the reactionary principles of his political enemies. Dr. Ganfleld during his campaign tour of the state is attacking the war record of the senior Wisconsin sen- ator. La Follette's advocacy o‘lh:\con- stitutional amendment to give Con- gress authority to re-enact measures held un_constitutional by the United States Supreme Court, his indorse- ment by the Wisconsin socialist party at its recent convention and what the candidate says is the present senator's general hostility to everything favor- ed by a majority of Congress. @ Many Questions Outlined. nator La Follette has o among the issues of his cm»a‘fmn:g attack upon the Esch-Cummins rail- way law, the seating of Senator Tru- man Newberry, the federal reserve banking act and the nation's foreign policy, besides defending his own war Tecord, expressing approval of the soldier bonus, and asking support for his proposed _constitutional amendment to give Congress final authority over national legislation. The other' La Follette candidates for state office are stressing national issues in thelr campaign, bringing out the same general attacks as the senator. Gov. J. J. Blaine is making an appeal for support on the basis of his action in calling a special ses- slon of the legislalture to provide funds and machinery for uncovering unreported state income taxes, which, he says, amount to several million dol- lars. He is attacking the Anti-Saloon League and the newspapers of the state. The governor in a campalgn speech announced that he would ex- tend executive clemency to all former service men in prisons, a move which his opponents say is an appeal for soldier support. State issues are ‘stressed by At- torney General William J. Morgan in his campaign against Gov. Blaine. His candidacy has received the sup- port of the Anti-Saloon League be- cause of the attorney general's ex- pression against return of light wines and beer. He urges exemption on home building and home ownership, and says that he is conducting his campaign without appeal to clags .| prejudice. Oshkosh Mayor's Candidacy. Into this republican contest for governor, Mayor A. C. McHenry of Oshkosh injected a new element, when he announced his candidacy on a plat- form calling for modification of the Volstead act and urging a general [curtailment of activities of the state government. He classes himself as a “constructive republican.” The democrats, except for the gubernatorial race between Mayor . A. Bentley of La Crosse, advocate of beer and light wines, against Karl A. Mathie, Wausau, favored by the drys, will show no marked signs of activity until after the primaries, as there is little opposition among the democrats for the other state offices. The present members of the Wis- consin delegation in Congress, all re- publicans, will seek re-election. The democrats announce that contests will be made in every congressional district, and the soclalists are ex- pected to place candidates in the sev- eral districts, including the fifth, in which_Victor L. Berger is expected to_make a contest. Berger, leading socialist, twice elected to Congress from the fifth district, only to be refused his seat each time, is expected tc again try for that office. Representative Joseph . Beck, re- publican of the seventh district, who defeated John J.
