Fletcher, American un- deraecretary of state, might be given another governmental post have caused much excitement in. Representatives of public utilities attended a speclal hearing held yes- terday before the Federal Power Com- mission at which & change was sought in the regulations governing deprecia- tion, ‘amortization and classification of accounting for projects under the new waterpower plan. ‘The commission was told that the proposed regulations were contrary to the intent of Congress, unworkable and would forbid the development of wnlergower contemplated under the law. Congress, the protestants said, plainly intended in the law that the commission should be a supervisory rather than a regulatory body, and spokesmen for the companies pointed out in support of that coatention that Congress gave the commission no responaibility over rates and there- fore did not expect it'to take an'arbi- trary jurisdiotion over depreciation reserves. Moshl, com- mander of the soldiers being reviewed. As a result of this incident Gen. Moehl was ordered to come to Berlin, but he dealined, saying that he was afraid he would be arrested.
