BILL IN SENATE TO AVERT FUTURE UNEMPLOYMENT A measure designed to garry out the policy of the President’s unemploy- { ment conference and to provide for long-range planning of public works was introduced in. the Senate today by Senator Kenyon, republican of 'Iowa. The bill would pre in ad- vance against periods of dustrial depression and unemployment by es- tablishment of an elastic program for the development of public works. A sound_economic policy requires, Senator Kenyon ‘explained, that a larger percentage of the public works and projects be undertaken during a period of major depressions, when labor and capital are not fully em- ployed. He said also that 'by plan- ning a program on that basis the government would be able to prose- cute its public projects_ when men and material were not inYull demand, with the result that a nfore or less evep distribution of men and mate- rials would bé accomplished. The measure provides that heads of executive departments prepare and re- vise periodically all necessary plans for public works in order that the work on the projects might go ahead without delay once Congress determines on an propriation.
