PLANTONRBTRAT DIPUTESADOPTE Two Railroad Companies and Their Employes Enter Into Agreement. By the Assoclated Press. BALTIMORE, Md., September 22.— For arbitrating disputes growing out of personal grievances or from the interpretation of the application of existing ‘working schedules, an agree- ment has been reached between rep- resentatives of the Baltimore and ©Ohio Railroad Company and the New York Central lines and representa- tives of enginecers, firemen, conduc- tors and tralnmen employed two companies, creating a reglonal board, technically n: “train service board of adjustment.” Details of the plan were given out at the executive oftices 6f the Balti- more and Ohio here. The board will consist of eight members, four to represent the two railroad systems and four chosen by the chief executive otlicers of the four train service organizations. The agreement provides that when disputes arise from personal griev- ances or from interpretation of schedules, the settlement of which by the usual method of direct conference has failed, they shall be passed upon by the new regional board, whose decisions will be final and binding on both the railroads' man- agement and train service employes. It will not come within the p-ovince of this board, however. to hear any disputes _arising from proposed changes In rules, working condi- tions or rates of pay, such matters being handled by the Rallroad Labor Board. The creatfon of the board grew out of a conference at New York recently between the chief operating officials of the two roads and the heads of the four big train service brotherhoods. —_— MR. HAYES ORDERS PROBE Startled by Amount of Mail Found in “Empty” Pouches. Postmaster General Hays, startled by the information that an average of fifty parcels of mail and twenty let- ters are found daily in supposedly empty mail sacks sent to repair shops here, has ordered an immediate in- spection of nearly 2,000,000 sacks and 400,000 pouches. Special dellvery letters and parcels are frequently found, the Post Office Department reports. “Even first-class mail with uncanceled stamps is often shaken out of the sacks. Postmasters are to be held strictly responsible to see that every sack is thoroughly in- spected before cast aside or stored. GRASSHOPPERS IN DANGER. The nation’s grasshoppers are in for a hard time should Congress enact a bill introduced by Representative Raker, democrat, Calffornia The measure would appropfiate $90.000 for the making of a scientific study of the natural history of the grasshop- per family with a view to limiting de- struction of native grasses by mem- bers of the family.
