Declaration of a policy for the new administration of the Department of the Interior will not be made unti! Secretary Fall has thoroughly sur- veyed the fleld, it was announced at the office of the Secretary yesterday. Secretary Fall has been in frequent conference with the bureau and division heads of the Interior Depart- ment since taking up his duties as head of the department, and is said now to have nearly arrived at certain conclusions that will govern his pol- icy as administrative head of the de- partment. The careful survey made by the | Secretary. which s not as yet com- pleted, was said yesterday to have been the reason why some of the ex- pected appointments to important iposts have not yet been made. Since Secretary Fall took office he has been besieged with seekers for certain cholce political plums, which the In- terior Department is believed to offer more than most of the other govern- ment agencies. i He has not, however, made recom- mendations for most of the offices, it was said yesterday, but is familiariz. ing himself with the work of each of- | flce and commission before declafing himself by appointing some one to office. After he recommends ap- poirtment of an office holder, it was | said yesterday, Secretary Fall. will| istand squarely behind his recommen- ! dation and will be responsible for hin ! appointee. ! The Secretary, it was said, has made | {a careful survey of the problems be- | fore the general land office, patent office, pension office, office of Indian affairs and other important offices in the Interior Department, and when he makes his policies known for these agencies they will be founded, not on casusl knowledge of the duties performed therein, but on first-hand information which may be regarded as authoritative.
