By the Associated Press. NEW YORK, January 22.—Otto H. {Kahn, New York banker, in an ad- nm s here today advocated an elastic ing fund to amortize the coun- it war debt. peaking at the Governors' day {luncheon of the National Republican Club, he assailed the war revenue {laws of 1917, “re-enacted essentially unchanged for 1918 and 19 | “brecder of grave harm by the inex- orable test of actual experience.” | Continuing, he said: “In offering my concrete suggestions | for tax revision I shall assume that the aggregate required to be raised /by taxation for the next fiscal year will be in the neighborhood of four , billion dollars. Believes With Prof. Seligman. | “I believe with Prof. Edwin Selig- man that it is not necessary to con- {sider ourselves rigidly obligated to | set aside some $300,000 000 each year a sinking fund to amortize the war bt. 1 can see no reason why that mmd should be retired with undue u pi think we should be perfectly | justified In_treating the Snking fand | provision _elastically; that is to s when times are good and revenue: abundant aliment that fund liberally and, on the other hand, in lean vears, such as the present one is likely to | be, suspend its operations in whole or in_part. ““On the other hand, I believe that the floating debt should not be fund- ed into bonds, but should be paid out of taxation. But in this case, too, I see no_occasion for the rigid applica- tion of a doctrinaire principle. . Also. to pump an additional issue of gov- ernment bonds into an already over- supplied and reluctant market would have a disturbing and widely unfavor- able effect, not only on the value of our existing war bonds, but on the whole investment situatio Favors Turnover Tax. Mr. Kahn favored a turnover tax on commodities, on “every sale, all the way through the various stages from producer to ultimate consumer.” as against a tax on retail sales only. He urged the business community to go slowly in sponsoring any meth- ods of taxation revision which give valid _ground for impressions that representatives of business were un duly concerned with conserving their own interests only. “We must be sure that what we propose ” he said, “is not only eco- nomically sound and practically wise, but that it is in accord with modern conceptions of social decency and fairneps.” THE WEATHER. DANZIG, January 22 (Jewish Tel graphic Agency).—The joint distribu- tion committee for American Jewish Relief has opened a kitchen here, which is daily distributing 500 meal to Jewish emigrants on their way to the United States. The committee was forced to take this step in order to succor Jewish emigrants from Lithuania and Ukrainia, who are being delayed here indefinitely. The emigrants cannot proceed to the United States because of the re- fusal of the American consul to rec- ognize Lithuanian or white Russian passports and the emigrants are forced to wait until special permis- sion is obtained from Washington in each individual case. —_— BEATS OFF FIVE BANDITS. The bodies of two of the men were fcund first, riddled with bullets. They had been robbed of all their posses- sions. After a longer search, with the help of the Swiss patrol guarding the frontier, the body of the third man was discovered. The three Alpinists had started from Aosta without)| guards. Roth. Lieut. John O. Strickland and Ensign R. H. Hoffer, who left the naval air station at Pensacola, Fla., yesterday after- noon in a balloon on a distance test flight, landed here safely at 11 10' o'clock this morning. According to Roth, the balloon | after leaving Pensacola at 2:15 o'clock yesterday afternoon, traveled in a northwesterly direction until 2 o'clock this morning, when the wind shifted to the northeast, carrying them over this city, when a calm made fur- ther progress northward impossible | and the party decided to land. While in flight a speed of twenty- five miles an Wour was maintained. The three officers left this afternoon | for New Orleans, en route to Pensa- cola, after liberating carrier pigeons and dismantling the balloon for ship- ment back to the ion.
