BEAVER'S ADDRESS. After expressing regret at the absence of Gen. Bingham, who was originally selected to de- liver the address, Gen. Beaver said: “The formal unveiling of the monument marks an era in the progr the effort to teach tory to coming generations.” Pointing to the monuments of military or- ganizations on every hand he declared that it was the most remarkable collection of works of art for the purpose to be found in the world. ‘The speaker declared he was not in «¢mpathy with the sentiment which would — dis- courage such monuments. They served the varied purposes of teaching military students the tactics of the great battle, inspiring the descenfants of those who fought upon the field, and recalling the events of the day which they commemorate; they provoke no _jealousies, harbor no resentments and are eloquent in mute appeal to patriotism and duty. He went on: “The monument dedicated to- day, however, is different from them all, mark- ing @ new era in the erection of memorials on jeld, We can all join in admiration of the courage and enthusiagm which animated Pickett and his gallant Virginians who made their magnificent charge and the fortitude and solidity of the equally gallant Pennssl- vanians who received and withstood its momen- tum. This monument *stands for both. Have we not, therefore, reached the time and is not this the occasion ou which it is better to fore- cast the future than to discuss the past? “As the years go by I become more and more convinced of the duty which devolves upon the survivors of our late war to smooth the way for the complete union in sentiment, in feeling of the people of all sections of our common country and for the utter destruction of sectionaliem in all its forms and phases.” After recalling the position of many of the defqnding battalions, Gen. Beaver continued: “Every regiment composing the Army of the Potomac or will sooner or later have @ monument which shall toll the story of ite devotion. But what of forces which made it creditable for the Army of the Potomac to make a defense? From their right to their left, with perhaps but a single exception, you will find no regiment of the Army of Northern Virginia. “We cannot argue ourselves into the belief that they were right. We can admire their courage, fortitude and endurance. We can acknowledge that they were at least our equals in all it constitutes the soldier and makes him foeman worthy of our steel. Why should not this find an acknowledgment on this field? Why would not the strategy and tactics of the bat- tle of Gettysburg be studied from both sides? Why should not the government of the United States take possession of this entire battlerield, and make it a national park, which can be the resort of all our people? & “Why should not Congress make appropri tions for laying out and constructing avenues along the various lines occupied by the Army of Northern Virginia, and marking the position of every one jot ite regiments.
