As = local NEWS paper and Ad- Vvertising Medium it has ne competitor. ————— The reformsin onr naturalization lawa required by the steadily increasing immigration and the {ls of our political, social and industrial systems im consequence have been recently pointed out by a number of journals end publicists. Taz Sax has given the subject prominence for a long while. Among the measures mooted from time to time it has advocated such as promised speediest and most certain relense from an unfortunate, not ‘to say unendura- ble, condition of affairs. At this session of Congress more than one good bill has been introduced or reported concern- ing both immigration and naturalization. Mr. Oates’ bill, reported by the House committee on judiciary in March last, is on the calendar of that body. Mr. John B. Moore, late an as- sistant secretary of state, an acknowledged anthority, says in the current Forum of the general scope of the regulations provided for n this measure what Tae Stam has heretofore {sid in substance, that they are well designed and are obviously restrictive in character. The feature abolishing the declaration of intention is expedient for the purpose of making uniform the political qualifica- tions of voters. In addition to the re- quirements of the bill heretofore ontlined in Tar Stan, Mr. Moore would require the pe- tition for admission to citizenship and notice to the district attorney or public prosecutor to be given from three to six months prior to the hearing, ia order that ample time for inquiries here and abroad may be afforded. Moreover, he urges that the petition should show not only, as is now proposed, a compliance with the re- quirements of the law, including a residence in the United States for five yeara, but also the place of residence in the original country, the port from which the emigrant came. the date of his departure and the steamer on which he sailed. Among other valuable suggestions in this connection Mr. Moore pro- poses s bureau of naturalization at Wash- ington, in which duplicates of all recorded naturalization proceedings shall be deposited and indexed. Provision should bo made, he thinks, for vacating an illegal record of natu- ralization, for there is nothing at present to prevent the holder from obtaining a new cer- tifieate and trying bis chances with another representative, if a consular or diplomatic agent of the republic retains the fraudulent certificate. There is also nothing to prevent the exercise in the United States of the rights of citizenship denied abroad. The first is by voting directly against it. The second is by going through the forms of making an appropriation, but pro- viding that the whole amount shall be taken from the tax money of the individual citizens of the District. One is as effective as the other. For Washington could not afford to accept an appropriation for G. A.
