THE GARBAGE INVESTIGATION. Ex-Con‘ractor Draney Tells Why He Threw Up the Contract. After Tae Stan's report of the garbage in- vestigation closed yesterday afternoon Com- missioner Ross testified that the teams used in the collection of garbage were hired at $5.50 per day. The health officer reported that no better terms could be made, so ® contract was subseribed to on that basis. After some thirty days of service the price was reduced to $5. ‘The Commissioner said he was sure the work of collection could* not be done for $24,000 annually unless some profit could be made out of the waste material Perhaps it could be one if people would put their garbage where it could be more speedily collected than now. Before the next contract was made the Com- missioners propused to require some such action from the publi Ex-Contractor Drancy testified that he threw up his contract because he was not paid for the work he did and because more was required of him than was right or reasonable. He com- piained that the health office, under Dr. Ham- meti. did its utmost to demoralize the work of collection. He said that Dr. Hammett was en- deavoring to baild up a big record and to slur Dr. Townshend. Dr. Hammett objected to this statement and Senator Harris, after requesting the doctor to refrain from interrupting testimony, told Mr. Draney to confine himself to facts, Mr. “Draney said that the ten additional in- xpectors upset the collection business. They ordered drivers hither and thither and broke up the routes. Had there been no inspectors the service would have been much better. Rand as United Statesconsul to Ponape, in the Caroline Islands. It is the right of any country at any time to refuse to recognize consuls at points where it does not desire them, and this is not regarded as ground for offense. When Mr. Rand arrived at the islands the Spanish government refused him an exequatur, not for personal reasons, but because they bad decided not to receive consular representatives from any country. This is not an unusaal occurrence. The rejection of Mr. Rand has not caused the slightest break in our friendly relations with Spain, and in view of the condi- tion of affairs the State Department has re- called the consul to the Caroline Islands. = Governor of Soldiers’ Home.
