This officer was convicted by court-martial of conduct unbecoming an officer and a gentle- man in failing to pay debts and was sen- tenced to be dismissed. In October last the President mitigated the sentence 0 as to vide that Lieut. Wirarrsorox, Drr., April 6.—Willard Saule- bury, aged seventy-two years, chancellor of the state of Delaware and ex-United States Seua- tor, died suddenly at Dover this morning of heart failure. Chancellor Saulebury was appointed chancel- Jor in 1873 and was the seventh that the state has had. He was in the Senate from 1859 to 1871 and also held the position of attorney gen- eral for Delaware from 1850 to 1855. He was always a democrat and was a delegate to the convention which nominated Buchanan for President. He leaves one son, a prominent lawyer of Wilmington. His brotber, Eli, ex United States Seuator, is in poor bealth, ————_ 01S ELECTIONS. LOCAL 14 Republicans Carried a Large Majority of the Towns. Curcaco, April 6.—The returns up to © o'clock ou the contest for aldermen from the Various wards show the election of twenty re- publicans, eleven democrats and three inde- pendents, ‘The latter, it is thought, would, were any strict party question tocome up, all side with the democrats. According to these re- turns the next council will contain thirty-three republicans, thirty-two democrats and three independents, the latter practically affiliating with the democrats. Reports show that in Illinow the republicans carried forty-seven towns and the democrats twenty-six. In most of the towns local issues formed the bone of contention and party lines were forgotien. A large number of women voted at the school elections through- out the state. In all cases separate ballots and boxes were provided for them and they were very enthusiastic over their new privilege. In a few places women offered votes, but they were not accepted, and it is probable that all such elections will be con- tested, The new Australian ballot law, used for the first time in many places, seems to bee success. — THE MODUS VIVENDL A Conclusion Practically Reached—Ascther Conference With the President.
