The Fepublicans appear to have developed in some ‘places unexpected strength, especially on the tate ticket. For three years past, or since the (passage of the act taking-off the property re- on naturalized voters, the democrats wwe been able to obtain « plurality, in 1991 Pmounting to 1,254. They had a clear majority Sn 1887. Hopes were thus excited in that party ‘bat even in presidential year the Preliminary state election could be carried, prognosticating success in the national election tofollow. But these hopes have not been ealized. Although the democrats gained argely over the last year in the legislature they thave faited, as was to be expected, to secure @ ‘majority in the state, and instead of a demo- cratic plurality on the state ticket there fis @ small republican majority. The incon- gruity of the government engineering is inevit- ble from the organization, or rather lack of ‘organization,of the engineering department of the government. Instead of one bureau or de- partment there are several, and each goes its own way regardless of cost, except such limita- tion as is imposed by an appropriation bill, and sometimes regardless of taste in detail or uniformity in design. All this could be avoided by the adoption of » systematic scheme bringing plan and detail under one in- telligent management. Without indorsing ‘any particular organization of government en- gineering work Tur Stan is convinced of the pressing need that exists for uniformity ‘nd central responsibility. In the April Engineering Magazine a plan of reform is suggested by Mr. Wisner. He points out how ine from a division of responsibility between mili- tary engineers, civil engineers and politicians.
