Then there was no | protection for them against the elements. He did not think that the market company would suffer by the passzge of the bill. If it did, it ‘would be because the consumers preferred to | deal with the producers direetiy, and this would certainly be « good argument for the passage of the bill. The large sum of €200,000 men- tioned in the Lill, he explained, would be neces- sary at some time for grading getting the gtound in condition. He saidin reply toa ucstion from Mr. Koss that the advocates of bili had no plans fora building on the ground, but would leave that to the Commis- sioners. They thought of a line of neat sheds for use at once. Although Congress had granted the market company a charter it was clearly itsright to revoke it if the company did | not live up to its agreement. OTHERS FAVOR THE BILI. Mr. Charles Abert said he was a resident of Montgomery county and he had heard a great many complaints from farmers for want of proper accommodations. The scheme under discussion would not affect the market com- pany one iota, bat be of great benefit to the mers. ‘Mr. H. Crozier, a large producer of Prince George's county, said that he was in favor of the bill. It was gocd measure and one that would benefit both the market company and the farmers. The present location on the south side of B street was a good one, but ready overcrowded. Ina little while ‘the sur- plus of farmers would be very great and there was no place for them to go. ‘There should be place for them. ‘Then the present appoint- meuts were bad and in inclement weather the farmers suffered. Ex-Gov. Ordway, the president of the mar- ket company, asked if « iong shed was built on the south side of B street would it be of any advantage to the sitnation. Mr. Crozier replied that undoubtedly it would be. Such a thing was exactly what the market company wanted to do and what it had reeom- | mended and urged to the Commissioners for the past three years, reiterated Mr. Ordway. Mr. J. D. Magruder spoke in support of the bill. He understood what the farmers were after. They wanted better accommodations | and more coucentration. Its Construction as to the Letter Carriers to Be Mude by the Supreme Court. After conference with the Poftmaster Gen- eral and some of his assistants, in which the Jaw, as applied to the material facts in the case were discussed, the Attorney General will take an appeal from the judgments recently ren- dered by the Court of Claims in favor of letter carriers in several casos involving the constrac- tion of the eight-hour law as applied to tho work of these employes. The iaw provided that eight hours shall constitute a day's work and that carriers shall receive extra provor- tionate pay for the additional hours they are required to perform service, The carriers claim that there is but 290 work- ing days in a year, counting ont fifty-two Sun- daysand fifteen days legal vacation, and the extra time per day should be their salary di- vided by 200, while the department claims that the government is entitled to 365 days’ work, and proposes to settle the extra time on that is. The Court of Claims sustained the position of the department in regard tothe number of days. The department also ruled that a carrier must have worked eight hours euch for 365 days before entitled to extra pay. an@if he did not work on Surday the government was entitled to the eight hours for each Sunday not employed whenever they demanded it. The court held the carriers entitled vo eight hours’ work and full pay, and if work is not :urniebed they are right in claiming extra pay for any excess of work on any day. Claims were made by the carriers also for extra pay for time in assorting mails and otber oflice work when not engaged in regular car- tiers’ duties. This was required of the men by regulation before the eight-hour law, but the government refused the claims when combined office and carriers’ duties did not extend the full Cight hours. ‘The court, however, decided thntall office work not connected with the frce- delivety system should be regarded as extra time and paid for. The court unnounced that it gave the benefit of doubt to the carriers, inasmuch as they had no right of appeal. The Postniaster General does not dissent from some of the views of the court, but thinks that somo of ite rulings may be erroncous. He reulizes that the questions involved in these cuses (which embrace all the material features of the law) are so important to carriers oa the one side und to the public treasury on the other as to make a review of the cases by the highest judiciai tribunal an imperative neces- sity. That the whole dispute may be finally settled he requested the Attorney General to 0 to the Supreme Court with thei. ee Naval Orders. Commander Henry E.
