Chandler of a p 2 I THE NEW CITY Work of Driving the Test Piles to Commence Next Week. ‘The work on the foundation for the new city post office is ina most satisfactory condition. ‘The excavations, averaging @ depth of about seven feet, have been completed ahead of the contract time. This morning the man who has the contract for driving the test piles began the work of putting up the machinery, and as soon as the wood for the piles reaches this city the work of putting them into the ground will begin. The object of these test piles is to find out the nature of the foundation, The rock tratum which underlies the whole block is superposed witha layer of sand and gravel, and it is necessary to find out how much re- sistance this will offer to the piling before the actual work on the foundation can be started. It Provides for an International Ratio and Suspends the Purchase of Silver Bullion, Mr. Lodge of Massachusetts today introduced in the House for reference a bill to provide for an international ratio between gold and silver and to suspend the purchase of silver bullion and the issue of treasury notes thereon as pro- vided by the act of July 14, 1890. The bill provides that in the event of the making and ratification of a treaty by the United States with foreign powers for the re- opening of the mints of one or more of them concurrently with the United States to free coin- ageof silver até uniform ratio to gold from and after the date to be agreed upon in such treaty the silver dollar and other silver coins of the United States shall be coined at the weight and fineness fixed in such treaty, and the legal tender of such coins shall be the same as that of the same denomination of coins now existing, and the terms of acceptance of xilver ailion by the treasury of the United States and of the issue of _ notes thereon shall thenceforth be ax provided in such treaty. Southern Silver Men Charge Its Death to Senator Hill of New York. The silver bill is believed now to have reached the stage where nothing but funeral services are in order. The question of “Who killed Cock Robin” is actually being discussed. For some reason many of the radical silver men of the Senate seem disposed to fix some responsibility upon Mr. Hill for their miscalculation as to their strength. There is no telling what reason they had for the assumption, but some of the men whowere most active in getting up Mr. Hill's southern trip have been assuming that Mr. Hil was in favor of free coinage and that he was going to help them out in their fight. Their first thought on finding out that free coinage had failed was to go to him for as- sistance. But to their consternation they found upon making investigation that there was some mis- understanding as to Mr. Hill's position, and they are not entirely satisfied that Mr. Hill is not responsible in some way for their misun- derstanding. ‘They found that while they were counting on the assistance of the New York Senator he was doing everything is power to promote the death ‘of the ti ta the House, both the view, they think, of saving himself from the embarrassment of having to vote for it in the Senate. The state of mind in which these southern men find themselves would make an interesting study. They feel, among other things, that the Hill boom in the south was started under a misapprehension. Some of those who have fully committed themselves to Mr. Hill find the situation rather embarrassing. Paxama, April 1.—Today’s advices from Venezuela represent that the revolutionary movement is not crashed and that the volunteers are flocking from all direc- tions to the aid of the insurgenta Palacio is almon: universally unpopular and it is said that, but for fear of his severity, there would be an uprising im Caracas at once. His imprisonment of the supreme court judge caused gencral execration throughout the country and hax aiso aroused a strong senti- ment of indignation in Colombia. The insurgents are mostly of the intelligent class, the government forces being largely compored of made levies, driven in by & press gang of regular troops. | ‘They bave no knowledge whatever of the issues at stake and serve only because they are compelled. They make hardy soldiers, being able to go for days without adequate food, and are uot wanting in courage.
