As a local NEWS paper and Advertising Medi: 1 bas no competitor. —_—_———————— ‘The bjll passed by the House on last District day declaring the established policy and prac- tice of the government in rendering available for students the treasures accumulated at the capital by the nation in literature, science, law, medicine, politics and public economy—in sbort, in every branch of human knowledge— makes » truthful announcement of the existing relation of the government to Washington as an educational center. .The educa- tional material collected at the capital is for the people, for public information, for the general diffusion of knowledge. A notable violation of this recognized principle of govern- mental action is found in the lack at the capital of a free public circulating library with reading rooms open in the evening. The mass of citizens of the United States residing in Washington are hard at work through the day- light hours during which access may be had to the library of Congress. The free library bill, now pending in Congress, in effect popularizes the government's great collection by creating another institution under different reguiations in which the thou- sands of duplicates from the library of Con- gress can be made available to the pubiic at the hours when the bulk of the people are most at leisure. This plan is indorsed by the librarian of Congress as feasible and meritorious. It is natural step in pursuance of the government's policy of unlocking the nation’s treasures for the use and enjoyment of the people. It i asked through their organi- zations by the workingmen, who will be specially benefited. It is indorsed by the local school authorities and educational authorities in general as a necessary and important part of the loca educational system. As a general departmental library, a substitute for scatter- ing bureau and department libraries with their expensive duplications of books and waste of room, the free library will, as a measure of economy, involve an actual saviig of money by the government, as well as be of incalculable benefit to the clerks. Such a hbrary cannot be established too soon. The busy workers of the nation’s capital should be no longer tantalized by the spectacle of vast literary treasures tendered for their use aud EVENING STAR. | Daxssvron & Bro. enjoyment just when they are confined in the treadmill of daily labor and withdrawn from their grasp the moment they are at liberty. ee ‘The cause of agricultural experimentation by the government is gaining ground. Forty-nine stations in forty-six states and territories are receiving money from the United States treas- ury. Adding stations maintained entirely or im part in each of the states of Alabama, Con- necticut, Matsachusetts, New Jersey and New York and the sugar station in Louisiana, sup- ported mainly by the planters, the total num- ber of such stations is 55. Three new stations wore established last year in Washington, Wyo- ming and Oklahoma. During 1991, it is inter- esting to learn, 2225,000 was received, of which $680,000 was appropriated from the national treasury, the rest coming from state govern- ments, private individuals, fees for analysis, sales of farm products, &c. The public ap- proval of the work so far doue is the best popu- lar defense of the system. The Fepublicans reiy on the special benefits of pro- tection to the controlling manufacturing inter- ests of the state and the compact and able or- ganization of that party for success in a presi- dentisl year, while the democrats hope for much from the desire of many of the manufac- tarers for free raw materials. The tendency for afew years in state elections has been to- ward the democratic party. To the Cleveland democrats the approaching election is of par- ticular interest because the state conven- tion bas declared for his renomination, and the election is in sume sense a test of his strength in New England.
