The committes on naval affairs yesterday made an adverse report on the bill to change the name of the naval observatory to the United States national observatory and provid- ing civil officers for the observatory. The Committee prefaces its report as follows: “The first argument against the transfer of the naval observatory to a civil superintendency is the fact that the institution was founded. has heen fostered and has reached its present condition through the efforts of na- ‘val officers, and naval officers alone. ‘This institution began in 1842 as a mere place of deposit of charts for the navy and now takes fank with the finest and best equipped observa- tories in the world.
