Sanam essen THE EVENING SPAR WASHINGTON: SATURDAY -March 12, 1892. ---Edltor, = THE EVENING STAR bas a requinr and permanent circulation im Washington three {times larger than that of any other paper fm the city. As a local NEWS paper and Advertising Mediuin it has no competitor. ————— ‘The Commissioners report in favor of the eutrance of the Baltimore and Ohio railroad into the city by an elevated road, and have pre- pared maps and plans in explanation of their project, which sre substantially re- produced elsewhere in Tux Stan The viaduct favored is not the arched masonry structure, used in Berlin, pronounced by engi- ‘Beers the model type, and advocated by Tux Sras for sdoption in Washington; but the iron stracture which the Commissioners recommend Will serve the most important purposes de- signed to be accomplished by a viaduct in en- abling the streets to run unobstructed with no disturbance of grade between the eastern and ‘western sections of the city, and iu abolishing grade crossings without making necessary the ex- pensive construction of long, bigh bridges over slightly depressed tracks, that damage adjacent Property, aud compel the public to climb over the railroad instead of passing under it on the level Tho Commissioners have not only #6- Jected the best method of ridding the ety ef grade crossings, but they bave applied their recommendation of track elevation toan ade- quate space, having in view the city limits of the immediate future and not confining it to the route within the present city boundaries. It fs proposed to begin the viaduct in the meighborhood of U street extended. This suggestion is in harmony with the action of the board of trade, which, in cousidering this bill last year, recommended “the elevation of the tescks so that the public can under thom at all intersected streets within the city limits and as far north as the north line of T street extended thet street being the most northerly now opened and graded, or the sinking and bridg- fng of them at every intersected street along sald course where that is rensonable and prac- tleable, the prime object being to render the obstruction of the tracks to travel and trafic es small as possible.” — +e The United States government salaries may on the sverage be sufficient and even liberal, but there is no sort of doubt that some of thera ‘are grossly inadequate for the labor and intel- ligence required. This is true of ths smaller postmasters and the clerical service in the larger post offices. The movement for tue in- crease of salary in the latter began at least as early as 1838, und although the clerks in the first-class offices were not, on account of the smallness of the appropriation, benefited in ‘most instances, still a beginning was made and the movement has gained momentum. It must not be inferred from the above statement that nothing was done or recommended prior tothe year named. In the reports of several post- masters general the subject has been treated, and no chief of the department has been more ealous in thie bebalf than the incumbent, Mr. Wanemaker, whose annual report for 1810 sug- gests the adoption of some just, general and certain plan of promotions in all parte and branches of the postal service. Congress may ‘Well devote considerable attention to the sub- Ject at the present session. ———_++___ Beginning on a small scale at Cambridge Uni- versity, England, in 1872, formally organized into ssociety in this country and Canada in 1800,the ‘university extension movement embraced last year nearly 40,000 students at 300 centers in England and Wales alone. Already one bun- dred colleges and universities have indicated their co-operation with the American socicty. Briefly its object is to provide the means of higher education for persons of all classes and Doth sexes engaged in the regular occupations of life. Itisanextension of university work out among the people whoare umable to drop their business and devote themscives entirely to study st the seats of bigher learning. In other words, the movement is # broader Chan- tauqna—the peoyle’s university, carried on through private study, lectures and corre- spondence. It is one of the most hopeful signs of the times. ———_+-—___ ‘The annual meet of the Leagne of American Wheelmen will take place in Washington in the early summer. This energetic body of cru- anders in behalf of good roads will thus have ‘am opportunity to enlist Congress in the cause of a national system of internal improvements, or at least to secure the aid of individual Con- gressmen in their respective states. If the Constitution permits the building of railroads under national charter for military purposes and the improvement of rivers and harbors for civil and military purposes, why may it not extend the principle to country roads between Staves used for commerce, the mails, aud if 42d be, for the military service? —— ++ Whether or not the Standard Oil Company leaves the great trust to which it belongs. it is clear that the adverse decision in Obio will have an important effect upon its relations with the trust in tion.
