14 _ THE EVENING STAR: IMPORTANT CHANGES. The District National Guard to Be Solidified and Strengthened. A LONG STRIDE IN ADVANCE. Something About the Accountability of Of- ficers—New York and the New Drill Kega- Iations—Sharp Practice st Creedmoor Ad- mitted—Other Guard Notes. changes have at various times been made in the make-up of the District National Guard, but none of them can com- pare in importance a general order that is about to be issued. A plan which contem- plates and provides for such thorough reo ganization deserv and mast receive the attention of all persons interested in local military matters. It is astep forward and oan enly result in great good for ‘the entire brigade. ‘The order is as follows: General Orders, No. 3. Heapguantens DieTRict OF Convuasa MitrttA, Wasarsotox, D.C., Mareb 14, 1892. ‘The following changes in the organization of the National Guard are anounced: L. New ‘ork will do that which seemeth unto her best, even if that seeming “best” is an obsolete an- tiquity. THEY CONFESSED SMARP PRACTICE. a What a great something is that organization which wasonce knownas the National Rifle Association, but which is now more generally denominated, by those who know it, the National Rifle Association of the State of New York (limited). The association had a meeting in New York some time ago at which con- | sideration was given a letter of protest filed by n. Ordway as far back as last September. ». Ordway charged that in the matches at | Creedmoor the New Yorkers used ammunition which was put up in violation of even the lax association rules. It was admitted that there | were reasonable grounds for the complaint and as ordered that no ammunition not within the rules be used in future, but nothing was done in the interest of plain, everyday honesty. People possessed of any moral sense would at least have offered to shoot, under precise rules, for the team trophies which were captured through admitted chicanery.. "The District team does not want any prizes it does not win, but it does expect fair treatment. The action of the association is but a little additional evi- dence ss to the unfairness shown up in Tax Stan during the past two seasons. Gen. Robbins was at the mecting and was the principal opponent of the proposition to | od shoot all interstate matches with Springfield nifles and factory ammunition. He said h would not advise any team to give up the Remington ritles now in use. A motion to com- pel the use of the Springtield in interstate matches was lost. It will be remembered, to the discredit of the association, that up to and imeluding the meeting of 1880 there was = handicap in favor of the Remington guns and special ammunition. Rifle organizations are to be especially informed as to theanimunition THE sUNDAY ‘The Meetings Next Week Under the Auspices of the Sunday “chool Union. ow On Monday and Tuesday there will be held, {a | ander theauspices of the Sunday School Union to | Of the District, at the New York Avenue Pres- byterian Church, » Sunday school institute, conducted by William Reynolds of Peoria, IL, and Prof. H. William Reynolds has been for some years past traveling and speaking in the interest of Sunday school work throughout the United States and Canada and will be pleasantly remembered by those who heard him here before. Prof. Hamill has the reputation of being one of the best institute conductors in the country. These meetings will be free to all Sunday school teachers and workers in the city.
