A bill will probably be reported soon reduc- ing the duty cn tin plate to 1 cent, which was the rate before it was more than doubled by the McKinley bill. It is regarded by the demo- cratuas desirable that tin plate should go on the free list, but the revenue consideration comes into the matter. In view of the present state of the revenues it is feared that the abolition of the entire duty would so reduce the revenues as to interfere with the reduction of other duties which it is felt to be necessary to make. pa VT OS Gen. Butler Wins the Appeal. Gen. Benj. F. Butler today won the appeal which he took from the circuit court of the United States for the eastern district of Masea- chusetts affirming a judgment for $15,000 and interest from 1879 +— obtained against him in, one, of | the | Massa- jusetts courts by the national home for disa- bled volunteer soldiers.
