At the afternoon session of the United Christian Commission yesterday Chapiain Nave said he would have promotion dependent on character, and would advance no officer to s higher rank who was intemperate. It was the sense of the commission that no officer should be promoted who was addicted to intemper- ance, gambling of other vices. Chaplain Clarke said that an officer in the navy could not be advanced who was addicted to these vices. There wae no rule to that effect, but it was an outgrowth of the service. Chaplain Nave spoke of the corrupting influ- ences of the barracks, where the men had no privacy whatever and where respectable sol- diers must bear all the insolence and foul speech of the thug. It was moved that the committee on resolutions recommend that barracks be 60 divided into compartments as to accommodate not more than four men. Marriage was recog- nized in the army and homes were erected for soldiers and their familie, The houses should be comfortable and the wives and children should be cared for and educated. K. B. Poole of New York moved the appoint- ment of a finance committee of three, and rec- ommended a plan of action. Dr. Carroll of Baltimore was named as chairman. Yesterday afternoon Register Wright received the will of the Inte Allen McLane, who died at 1500 Vermont avenue on the 16th instant. It was executed March 22, 1883, and is quite a lengthy document. He makes his wife, Abby McLane, executrix, and his brother, James L. McLane of Baltimore, executor of his will. and directs that they not required to give bond and appoints hie brother, James L McLane, trastee of all the trusty in the will, without bond. He gives his wife $5,000 for her services as executrix, and directs that his brother be paid the usualcommissions.
