Washington, who never “shopped over." Especially are those, who by superior education er by force of character are recognized as their leaders, warned against a competition among themselves in effervescent demagoguery, in appeals to race prejudice in the guise of protests against race prejudice, and in inflammatory incitement to violation of the Jaw against carrying concealed weapons, and to resistance of the officers of tho law in the performance of their duty. In the face of the dangers threatened by the suggested heroic remedy for the alleged grievances of the negro. public sentiment, rmed at the prospect of lawlessness, likely to give much attention to the investiga- tion and correction of the original com- plainte. And in this way violent and foolwh utterances may defeat the ends of jus- tice and tend to perpetuate objection- able conditions, injurious to the whole community. For the character of the police service of the city is nota matter of exclusive interest to the negro. The fact that the col- cored people furnish mueb more than their pro- portionate share of the criminal element of the city, and that there are a larger number of collisioas between officers and colored men than between officers and white men, does not alter the case. It is the law- abiding citizen, whether white or black, not the criminal who has the right to demand the protection of a suitable police force and to protest against exposure to abuses of authority by or the murderous assaults of a hot-tempered or intoxicated but well-armed policeman. The whites are therefore in proportion to their aperior number more interested in this mat- ter than the blacks. It was # white man who was recently shot down by a polireman without provocation. It is the whites who have been eppenling year after year for a change of the law concerning appointments on the police force. which will enable the District to develop ‘that service into an ideal system. It is to their interest to punish any established instances of brutality or vicious or criminally careless use by policemen of the arms with whieh they are entrusted by the pub- lie for the purpose of its protection. The white people are always ready to co-operate in effecting municipal reforms, and the Police Court and police trial board both give evidene of a sincere desire to correct abuses of author- ity on the part of the police force. instead of rejecting the —_co-operati of the whites, and scattering hints of violence and lawlessness, the colored people would be wise to join the movement for the change of the law concerning police appointments, to push | for the punishment of specific instances of abuse of authority before the proper tribunals, and to muzzle meanwhile some of their incen- diary orators. ——_—_—»+2— The District of Columbia is well pleased with the organization of its Senate and House com- mittees. They are composed of able and in- fluential and in large pxrt of experienced men, in whose hands District interests can hardly fail of full, frank and impartial consideration, and such action as may do justice to the capital and to the public. The large proportion of new men who would necestarily be on the House committee and the doubt concerning Mr. Hemphili's ncceptance of ‘the chair- manship have given special interest to the Spesker's announcement of today. Mr. Hemphill has had large experience in District matters, having been eitner chair- man or leading democrat of the committee for several years. The people of Washington have no better or wiser friend in Congress than he, and they appreciate the fact. He has the con- fidence and respect both of the community and of the House, and the District congratulates itself that Le will consent to serve as chairman of the House committee. Tne composition of the District com: 3 is aiways oue of peculiar interest and importance to this city and vicinity,as well as of general interest to the people of the United States, who desire to see their eapital city made a comfortable and at- tractive seat of government for the foremost nation of the world. On the intelli- genee, fidelity, and energy of these committees depends a very large part of the well-being of the federal district, and therefore of the federal government itself, for without provision for the health, comfort and security of the officers aud employes in the public ser- viee stationed bere for the whole or a large part of their time there would be a lack of ef- ficiency in that great service itself. The national history also shows that all foreigners judge of the republic by its capital, that past discredit attaching to the capital on account of its appearance or other conditions has been im- puted justly to the nation at large, and that American reputation has been heightened and American national and patriotic pride gratitied by the evolution of the beautiful eity of today, Which these District committees are to foster and further develop. soe Prom the announced fact that the chief Brit- ish commissioner in the Bering sea fisheries matter will leave England for this city early in 1892 it may be surmised that the work prelimi- nary to that of the court of arbitration will be pushed forward.
