Hiscock) to authorize and regulate the construction of bridges across the Hudson and East rivers at the city of New York. GEORGIA'S APPEAL Mr. Cockrell presented three memorials, all | E of them, he said, on printed blanks sent out by the representatives of Savannah, Ga., entitled “Georgia's appeal to her sister states.” These blanks had been filled in, he said, by the board of trade of St. Joseph, Mo., by the mayor and aldermen of that’ city the Commercial Club of Kansas City. They were un indorsement of _ the movement (which svemed to be quite extensive from the number of blanks sent out) in Georgia for securing congressional legislation for deep water. The democratic sections of the House were this morning early filled with members, upon whose faces there was a look of anxious expect- ancy and curiosity. Little groups gathered here and there discussing the probabilities and possibilities of the committee composition. Although a great deal of credence laced in the predictions heretofore made y the press, there was a general feeling of uncertainty, which could be di only by the official announcement of the Speaker. That gentlemar. was late in ar- riving at the Capitol, being evidently desirous of escaping from the pressure for favorable assignments which would be brought upon him even in the eleventh hour. Loxpox, Dec. 23.—The correspondent of the Times at Santiago de Chile says that the entire Chilean cabinet will resign when President Montt is formally installed in office. It Se Successfully Tested at the Proving Ground at Indian Head. ‘The first twelve-inch gun ever made at the Washington naval ordnance foundry was tested at the proving grounds at Indian Head, Md., yesterday. Successful results were obtained, both from the rifle apd the pneumatic carriage upon which it is mounted. Five shote bave been fired in all and the best results are stated as follows: 860 pound charge, 490 pound projectile, 1,91 feet initial velocity, and 13 7-10 tous pressure. The bureau of ord- nance is highly gratified at this showing, which is more than abreast of both domestic sind for- progress. ‘Ihe powder tried was of tes brown variety, furnished ‘by the Du Ponts,and this was the firet sampie sub- mitted. The bureau considers its test to be “= satisfactory and expects greater results with a more extended trial.
