4 ‘THE EVENING STAR. WASHINGTON: woxpay October 3, 1991. CROSBY 8. NOYES. ‘var EVR: STAR hav a regular and Permaneut circuiution in Washington three times larger than of any other paper im the city. Ae a iocal NEWS paper and Advertising Medium it has ne competitor. On the Gth of October, 1683, the date to be commemorated in tomorrow's celebration, the firs: German colony arrived in this country, having landed at Philadelphia under William Ponn’s charter. Of all the constituent elements of the American people none except the British bus mace so deep an impression on the national ebaracter as the straight German clement. There wore clements derived from Teutonic scutces in the first English colonies, as the English peopic are of German and Seandina- vian origin chiefly. Bat the German colonists in Pennsylvania brought the first decidedly Teutonic infusion in appreciable quantity to ‘these shores. ‘Tho Germantown settlement was followed by others, and it was not so many years Defore the German population was a leading factor in colonial legisiation in Penn's colony. But it was not until the northwest was set- tied, well within the present century, that the course of German immigration assumed the commanding phase that Las ever since charac- terized it. Inthe piedmont region and valleys ¢f the old south, as well as in Pennsylvania aud the other :niddle states, the German character- isties wore well impressed on the population. But it is in the great west. along the lakes and on the Mississippi and its affluents, that the in- fuz of ssumes the type of fixed colo- nization. These German-Americans are distin- guished by their thrift, energy, solidity and independence, characteristics of Germans everywhere. They have assisted mightily in building up great commonwealths on the prairie and in the wilderness. Schools, col- leges, newspapers, lyceums, marts of com- merce, fuctures have sprung up along the line of their triumphant march. Civiliza- tion owes a great debt to them. Whether east republic, they are worthy Americans and ir commemorative day deserves to be hon- cored. — ‘The impression prevails, even among tlemo- erate, that the democratic ticket in New York isin trouble. The party lea-iers are at “outs,” and the denocrats who like reform or thik they de, do not like Tammany. The state ticket iS'a Tammany ticket or nothing, from its heed down. According to some of the demo- cratic newspapers there is a disposition to cut the secomd namie on the ticket, Sheehan, whom Gov. Hill had to accept apparently against his will The governor's attitude toward Flower ia not unexcepzionable from 2 democratic ‘standpoint, and he may have to explain away certain criticisms in a recent spevch to farmers thet are said to be leveled at the candidate. Altogether the republicars have such a chance 8 they have not had for many year to reclaim the state administration. Some of the demo- rats would not care for this if, it could end in asharp rebuke of Hillism and- Tammavyism and give Cleveland the control of the party machinery next year. Others say it is never wise under any circumstances to saw off the limb on which one is sitt Mr. Morle: lords, that it wil! be taken out of the gets in the way, is the talk of all England. The lords are historically speaking the core of the English constitution—that thing of convention and shreds and patches—but it has gotten tobe a rotten core and may have to be extracted, and anew constitution evolved. In England every thing politically important is made out of some- thing previously existent, and so the witan be- came the king’s court, the king’s court the par- liament, the latter having been at first only the council of barons. It is probable that the hereditary house will become ina few yearsa senate, chosen for life or along term. The radical element in England is never so blind as it is in some other countries. It develops its measures gradually and builds on existing foundations. English radical projects do not spring like a political Minerva, fall grown, out of the brain of the Jovian people. —— Connecticut may present in her town elec- tions today another question for the -courts under the new ballot reform law. That statute makes no provision for the license or no-license ‘vote, and it is in dispute whether or not such ballots can be inclosed in the legal envelopes. ‘The provision of the old law for separate boxes, it is said, will be carried out in most of the towns on the recommendation of the judges. But in other towns it is presumed that the voter will insist on his vote being placed in the envelope regardless of the selectmen’s refusal. Ia that way a case could be made up. ee If the south gets the speakership it is probable that she will have to content herself with fewer chair-aanships of committees than those to which ahe would be entitled under the usage ef the House. The northern democrats will be for the first time in the iaajority in the party caucus. —<$_1re__ Governor Boles’ remarks concerning the crops in Towa are receiving unstiuted refuta- tion from all sources. Report has very nearly reached the point where fora corn has to be gathered by means of a step ladder unless you take an ax and cut the etalk down. oe With the assistance of the recently arrived young woman adJed to the infallibly winsome efforts of her mother ex-Presidont Cleveland will be a more formidable antagonist than ever fa a race for popularity. Dr. Depew's remark that every man in New York who fs cut of employment during the next two years will ascribe it to New York's having lost the world’s fair, is especially appli- eable to those who are actively engaged in politics, Now that there has becn serions rise in prices of grain in India a corresponding rise in the market value of American cereals may probably be looked for, but the speculator will #:ill do well to be wary in his calculations, ‘The Cleveland infantry is not just yet what the Athenians in old times called “heavy- armed,” but its commander boasts that its pro- portions are greater than its age. “A successor to Tennyson.” To find him the qneen will have to go to Westminster Abbey ‘and be able to infuse into mortality’s ashes im- mortality’s fire. It is one of ‘the most deserving of many claimants, ———_—<or— Some wizard of science could profitably de- vote himself tothe problem of how to scour the grease off the Chicago river. —— ‘There is a great fleld for diplomatic aistine- tion in matters affecting the United States now. | | | | | —— + —__ An encouraging sign of the times called forth by the death of Boulanger is adearth of the mawkish sentiment so common in such cases. suscne bone McKinley and Campbell are both stepping high and watching where they put their feet I i wana nen A state of impropriety is as far ne Utah seems likely to get in the direction of statehood for some time to come. ee ‘The seizure by Russia of an American ship for poaching seals gives England 9 very inter- esting subject for study.
