Savings Institution Compelied to Close Ite Doors, Krxestox, N. ¥., Oct. 3.—The Ulster County Savings Institution has closed its doors and is in ebarge of Beak Superintendent Charles M. Preston. Expert examiners have been at work since Tuesday and have found already that the enormous sum of €465,000 has been stolen by Treasurer Ostrander and Matthew T. ‘Trump- dour, asaistant treasurer, and it i feared that the stealings will reach over thatamount. AS midnight Superintendent Preston swore to « complaint charging Trumpbour with perjury in swearing to jaise statements contained in the July report of the bank to the banking de- partment, and Trumpbour was arrested at hie house by Chief of Police Hood. He had nie clothes all packed up and was preparing to flee from town. He was locked up in jail Ostrander was arrested about two weeks ago for embezzling £75,000 and was under bonds of $20,000, and bis bondsmen last night turned him over to Shera Dull, and he was alec locked, up in jail. When Ostrander was arrested there Was a great ran on the bank for three days, but the other banks came to the rescue of the Ulster County Savings Institution, and the &@ statement showing that there plus of $247,000. The system adopted by James E. Ostrander and Matthew I. The majority of the depositors are poor people, many of them old men and women dependent on tae unteres® ‘on the few thousands of dollars they had in the bank, and such men and women with tears in their eyes can be seen everywhere about the city, fearing the loss of their savings ‘The fecling against the trustees who signed the statement as bitter in the extreme and Parker, Sharpe and the others are ,character- ized as thieves for making the depositors be- lieve the bank was solvent when they should have known ite condition. That they were guilty of criminal negligence there is no ques- tion. Vice President N. E. Broadhead, who was in executive charge of the bunk, also comes in for his share of censure in signing the statement and in allowing the people to redeposit their money. Broadhead was one of the soosh pee lar young men in the county, being county treasurer Inst fall, which position he now holds, and every one in the courty bad the most implicit faith in bis trustworthiness, all of which is now shattered by the unfortunate turn in the affairs of the bank. ‘There are two other savings banks in the city, the Koundout and the Kingston, and the true tees of these, after consultation, decided to demand the sixty days’ notice from depositors should there be a runof any consequence. THE BANK ORGANIZATION. The Ulster county savings institution was im- corporated by an act of the legislature April 12, 1851. The first officers chosen were Arebi- bald Russell, president; Cornelius Bruyn, first vice president; Jonathan H. Hasbrouck, sec- ond vice president; G. W. Buddington, secre- tary; Jacob K. Trumpbour, treasurer. Jacob K. Trumpbour, the treasurer, served until his death, July 10, 1868. Edwin W. Buddington then became ite treavurer and remained such until , 1887. James E. Ostrander was then appointed and bald the office from that time until bis defal- cation became known, about two weeks ago. when be was dismissed, and is now in jail. Matthew T. Trumpbou of the first treasurer of the bank, was made assistant treasurer about the time Mr. Ostrander was with the foregoing, and the collector has been it the marshal to deliver the @ custody of the collector of customs at San Francisco, Cal, if habeas: proceedings are not promptly instituted, pany of Chino, Cal. on two claims for the pro- duction of $40,000 pounds of beet sugar, and amounted to $6,800. A mild sort of excitement was stirred up in the patent office today by a circular issued by the commissioner which was very generally distributed throughout the office.
