MAY 15, 1891. & RESIGNATION CALLED FOR. The Assistant Chief Clerk of the Pension Bureau Steps Down and Out. AN INVESTIGATION DISCLOS&D THAT HR HAD BEEN GUILTY OF SERIOUS IRREGULARITIES A SAMPLE CASE AND HOW IT Was WORKED. The resignation of Green B. It would have been worded 80 as to take effect immodiately bad not the authorities been moved by the sympe- thy for those who must suffer because of Mr. Reum's imprudence. % STORIES OF IRREGULARITIES. Some time ago the attention of the Interior Department was directed to Green B. Roum, Jr., und in a little while the atmosphere of Sec- retary Noble's office was clouded with rumors that appeared to havo in them so much of solidity that they were bound to receive atten- tion. “An informal investigation was set on foot. Cl were made that Mr. Raum had, while assistant chief clerk of att? ion burean, appoint rsons to posit Eo'the bureau in return for Suanclal” boned received or promised. A POSITION FOR PAY. One of the cases was Inid before Secretary Noble, and upon it that official took im- mediate action. The story, which comes from indubitable sources, is generally to the effect that = South Cerolinisn advertised fn one of the local newspa for 8 government position whieh would pay him not less than €50 per month, and in that same advertisoment the office secker deelared his willingness to reward the one who could work him in with the sum of $200 cash. The advertisement was replied to by a colored man who is employed in ‘Treasury Department and who had been connected in a domestic capacity with the Raum family. This man informed thead- vertiser of his ability to secure him the coveted position. ‘The first step was to intro- duce the South Carolinian to Assistant Chief Clerk Kaum. ‘That was done by the colored man, and ina short time the recommendation for the southerner’s appointment went through the regular channels and the intment was made. In some way or other the commission ot into the hands of the Treasury employe thoughts of what will be the verdict from Mexico the pair are happy. ‘The groom has, it is said, no means of his own, and is depend- ent entirely on his stepfather, who, although occupying an official _—po- ctthen “ta aste, is not overburdened with wealth. ‘The intention of the young couple is to go, if possible, to Mexico. SENOR MORALES SUKPRIMED. Senor Morales, the young man’s guard- fan, had not been informed of his charges intention to become a bene- dict and was naturally much sur- prised when the news came to him. At first he refused to beiieve the story knowing a$ he did the ontire — dependance of the young man. Yesterday, however, young Carlos called and informed him of the step he had taken and wished the Senor to write to her stepfather. Mora said he wished to return to Mexico and Senor Morales has written to that effect. Toa Stax reporter Senor Moraies said he had been greatly surprised at the ae and haope! poe os sympathy for the young lady. Carlos, he sai bad done nothing since he had been in this country except waste his time and more by shrugs than by words the senor ex- pressed bis belief that Carlos did not possess an over supply of mental powers. HIS FATHER WELL TO DO. “Carlos’ father,” said the senor, ‘is a lawyer of Mexico and at present is asenator. He isa well known man but not especially wealthy. I know nothing of the girl. I have written to Mr. Jones and shall do nothing further until I hear from him, when, if he says so, it will afford me the greatest pleasure tosee my charge start for Mexico.” At the residence of the Darnesin Georgetown the family refused absolutely to make any state- ment in regard to the marriage. Before these matters became known the case developed still further. The South Carolinian wanted @ promotion. Ho needed » $1,200 salary and was willing to pay for it. A job wes put up by which » clerk in the pension office mated Smith, for that was the South Carolinian’s name, before the civil service commission. The substitute passed a good examination «nd mm Siith's name was drawn from the eligible list Smith himself put in an appearance. of Mr. Jackson, who was the pension office clerk, not being on the Papers, there was no way in which to identify Smith, so he got the appointment. SECRETARY NOBLE’S PROMPT ACTION. As soon as Secretary Noble was aware of these things he promptly discharged Smith, Jackson and a clerk in the Indian bu- reau, who was in some manner concerned in’ the affair. Then the Secretary called. upon Green B. Roum, jr., to bring forth his resignation. To this Mr. Banm demurred, but the Secrotary was ob- durate. Very naturally Commissioner Raum heard something of the trouble and he at once secured his son's resignation. He did nos believe any of the ogy op which the Secrecy boned his action, but he said he would not attempt to interfere in his son's be- half. If the secretary did not believe his son was conducting his office properly, he (qe commissioner) would do everything in is power to place the bureau in a eatistactory condition. tion was not tendered diroctly to ‘The Secretary Noble, for he had gone to St. Louis; it was handed to Gen. Bussey, the second assistant Secretary of the Interior (who has charge of pension matters) and he had not acted upon it Until this afternoon. ANOTHER REVELATION. This morning there was another revelation of some interest and it was this—coming to the Knowledge of First Assistant Secre- tary Chandler—that closed matters ina hurry. It seems that about three months ago the sum of $72 was received by the pension office from a pensioner who claimed to have received that much more than was due him. A letter accompanied the notes and this was signed “‘Honosty.” As was customary the sum was placed in the eafe of the assistant chief clerk fors afe keeping until it could be turned into the Treasu; THE MONEY SOT THERE. Baum, jr., he having borrowed it and applied it to his personal uses. Yesterday— several days after Mr. Raum's demanded resig- nation had been handed in—the money was re- turned by Mr. Raum. Secretaries Chandler and Bassey sat in Judg- ment on the case for a couple of hours today; culled for testitwony from pension office em- ployes. heazd thom in the presence of a Stan Teporter, and finally concluded to accept the resignation in a hurry. GEN. RAUM NOT RESPONSIBLE. The authorities state most emphatically that Gen. Raum is in no sense responsible for the conduct of his son and at least oneof the assist- ant secretaries is certain that the commissioner is ignorant of the occurrences which have brought about the unfortunate condition of affairs. ——+e+—___ CONNECTICUT AVENUE EXTENSION, Mr. Wimer Speaks Before the Commis- sloners in Behalf of the Phelps Tract. The Commissioners spent considerable of the morzing in hearing those persons inter- ested in the Phelps tract, which it is sought to subdivide. The land in question is across the line Connecticut avenue will take if extended and several protests have been received against the approval of this subdivision. Senator Stewart has fought this subdivision before the Commissioncrs on several occasions. Mr. J. B. Wimer did the specch-making to- day. He said that if Connecticut avenue was extended through the ae tract it would take about 30 per cent of land contained therein, make @ grade of thirty feet from Boundary to Leroy place, destroying the latter subdivision entirely ‘and. chang: ing every grade on Washington Heights, as well as destroying a number of hand- some dwellings. He thought the present Connecticut avenue extended should be doubled in .width and further extended to the Woodley Lane bridge. ‘his, he asserted, could be done almost ina straight line. A grade of ten or twelve feet would be encoun- tered, but this coald be greatly relieved by raising the bridge. Commissioner Douglass wanted to know why the owners of the Puelps property could not wait for congressional legiviation. He had no doubt that the whole question of street exten- sion would be finally settled, and the very ques. tion now under discussion would be & good case to lay belore Congress. In reply Mr. — Cg acs Ag owners of the pert) y @ question Soukl shortly be sotiled they would cals bot no one could expect them to wait with no idea when a settlement would be reached. “This matter.” said Mr. Douglass, ‘4s of con- siderable importance, and we give it care- ful consideration before coming to any conclu- bo LM.
