The phenomenal and constantly increasing ciroula- tion of the paper makes this requirement una- voidable, as, in order to reach its widely scat- tered readers at a reasonable hour, its forms must be put to press at « fixed time. —————— One great source of the trouble the nation has recently bad in the matter of an unassim- ilated and deleterious population is found in the shamefully lax methods of administering the naturalization laws by state magistrates and in the defects in the laws themselves. ‘Whatever reasons existed in the beginning and continued for a long time to exist in this coun- tey for distributing the work of admitting to citizenship in any of the states between the federal aud the various state courts the same reasons do not now exist, and the reason ceas- ing the law should cease. Indeed, this evil be- came so great thirty years ago that when the confederate constitution was framed a pro- vision was inserted placing the whole matter exclusively within tne jurisdiction of the courts of the general government. ‘This prop- osition, so wise in itself and so timely, is now made by the Union League Club in the report of its committee on political reform. The committee also calls attention to the fact that in seventeen states and territories the suffrage is conferred on aliens who have simply declared their intention to become citizens. Other suggestions of the report are also of practical importance at this time. ‘These are a longer residence than is now pre- scribed, that the applicant abould be able to speak, read and write the language, that his application must be made in his own hand- writing, that a certificate of naturalization im- properly obtained may be contested and set aside and that ail such certificates or orders fraudulently or illegally secured may be de- clar@l null and void by a court having jurisdic tion. But the important thing is carrying ou by appropriate legislation the provisions of the Constitution fr uniformity of naturalization. It may not be necessary or desirable to ask the people to surrender to the national govern- ment the power of regulating suffrage in the states so far as it relates to foreign-born voters. It will probably suffice to make the naturaliza- tion laws uniform by placing the whole ques- tion of the naturalization of foreigners in the hands of the federal judiciary with more methodical and stringent provisions as to regia fration, and greater guarantees as to character and intelligence on the part of the immigrant, and to these ends the prescription of a longer residence in the country before naturalization. ——_—_-+=—___ Today the President returns home from his transcontinental tour of over nine thousand miles. Official Wachington welcomes the first citizen of the republic, and the people of the city, to whom President Harrison bas been off cially and personally a good and effective friend, join heartily in the welcome. Presi- dents go from and return to their home at the ital at pleasure and at ease, unembarrassed pepepebe band and speechmaking formsli- ties which mark their rare visits to other places. But the present excursion has been 80 ted and so notable that this word of welcome, in be- half of the home city may not, be amiss. No other President has ever made such a tour of the republic and no man ever mde pleas anter visits to the people by the way: It was anon-political, non-sectarian affair throughout, so far as the public knows, agd there was a con- tinual effervescence of patrigtic sentiment and general good feeling. In the earlier portion of the movement through the south the President was shown the sunny side of life in that section, and as he proceeded westward and to the Pa- cifie bie pathway was strewn with flowers. ‘Truly an idyllic journey. What he said, and he said much, was well said, skilfully and grace- fally. He retarns physically refreshed and with the wider information and the feeling of kindly interest that come of personal se- quaintance with the men and affairs of all sections of the republic. It ix well too for the people of some of the states to be oc- casionally reminded by personal contact with ‘the head of the national government that he is their President and their public servant, and that the nation fs not something distinct from themselves, separated from their interesta, and concentrated at Washington. This swinging around the cirele has been beneficial on both sides, to the visitor and visited alike. 2 Now that summer struggles to appear it is well for the public comfort and safety that the authorities and the citizens should consider questions relating to the city’s welfare that are peculisr to the season. The greater part of the sickness prevalent anywhere is due to inat- tention, ignorance of primary laws and negli- gence in the discharge of duty, personal or official. If the proper forethought as to food. elothing, ventilation, care of premises, strecta, alleys, £c., were taken grip, pneumonia, diph- theria and « multitude of other diseases would figure much less conspicuously than they do in the periodical mortuary statements. It be- hooves the intelligent citizen to think more about a matter of such vital importance to him- self, bis family and the community, and it is the sworn duty of the officials to inspect the condition of the city, not perfunetorily but thoroughly, and to take all necessary steps to secure the public health against the dangers that threaten in the heated seaso: ‘The trouble with the Koch lymph fs that while it heals tuberculosis it is apt to leave the patient Lifeless. This sort of healing is too costly for the average patient. Henee the doc- tors are shaking their heads and declaring the thing not beyond a dangerously experimental stage.
