In his indorsement upon the papers Capt. Lusk, who has charge of street lightin says: “The permit granted the United States Electric Lighting Company on March 3, 1891, allowed that company to extend the conduit system as far south on Sth street southeast as I Street. The present application is for per- Mission to make a practical extension of the underground system for one full block farther ‘south—that is, to the south side of K street south- east—to furnish electric light te the Premises 1100 8th street southeast. I do mot believe that the Commissioners are suthorized to grant this privilege.
