Leaving out of view state concerns, and confining attention entirely to the presi- dential and congressional fields, it is seen that changes have been steadily in the direction in- dicated. The alterations of the Constitution, induced by the deadlock of 1801, by whieh the President and the Vico President were to be voted for separately was 2 move on the line of & more popular mode of election, but the action of the political parties in holding the clectors as morally pledged to cast the vote of their respective states in accordance with party fecl- ing there, and not as their individual wills might determine, has accomplished very much more. ‘fhe broadening of the franchise by the later constitutional amend- | ents bas almost created a political revolution in our system. Many propositions have been made tosimplify and popntarize the election of President and Vice President, one of the most important of which has long received favor among progressive and thoughtfui men inal parties. ‘The theory of an absolute rep- resentation of the aggregate people considered apart from state lines has recently had some support. But the more conservative theory of change is a mode for ascertaining the public will by taking the suffrage of the congressional districts and retaining so muchof the idea of state representation in the result as is em- braced in adding certain electors at large. ‘The legielature of Michigan has evidently been aclose student of Senator Morton's speeches, for it isabout to enacta law that will inevit- ably divide the vote of the state in presidential elections pretiv much on the plan advocated by him. If this movement extends it cannot be many years before all the states will choose a presidentio! ticket practically by congres- sional iis:ricts. One feature of the proposed Michigan law, «0 far os ite provisions are un- derstood. seoms to Le objectionable. The electors at lirge are apportioned between the castand west sections of thestate. Mr. Morton's idea was and the idea of many others still is to have these state electors chosen on general ticket by the whol body of suffragans, which ensures a fairer deal since it prevents partisan gerrymandering at least av to that class of electors. The question is of special interest now becanse of the nearly equal division of parties in the republic. It is practically im- possible to secure changes of this deserip- tion on their merits, disconnected from part- isan considerations of the immediate effects of the application of a new electoral system upon party prospects in the state or states in which achange is proposed. ‘The effect of the change in Michigan alone is obviously detrimental to the republicans, and they naturally oppose and | denounce the proposition, which they would probably support upon its merits if the new bystem were to be applied to all the states. os And now Mr. Cranford, the contractor for street repairs, says that be is not responsible for the delay in repairs. He throws the re- sponsibility on the engincer department and states that the reason be has not increased the number of repairing gangs is because the de- partment could not furnish the additional in- epectors. He says further that some time ago he offered to organize a “flying” force of re- pairers, which could attend immediately to faulty places on any of the principal thorough- fares, but that the offer has not been aceepted. It is evident that all the parties to this con- troversy, the engineer department and the con- tractors, alike, are secking to evade the respon- sibility for the faulty coudition of the pave- ments, and to dump it on the sboulders of somebody else. But for the present the onus seems io rest upon the engineer officials. — ee ‘The May Day demonstration was widespread although not universal, and except in Kome Florence and some of the provincial cities of France there was no serious outbreak.
