Commissioner Douglass takes a great in- terest in the location of the Lafayette monu- ment. In conversation with a Sran reporter today with referenes to the proposed location of the statue in the southeast corner of the Treasury grounds Mr. Douglass said: “Like many other of the citizeus I am so Pleased that it isnot to be on the margin of the square opposite the White House that I feel like being satisfied with any other site. ‘The Treasury corner has just one advantage— it commands the observation of the whole aveuue; otherwise it is objectionable. Our minister to France said to one of the Comm sioners this summer, just prior to an official letter on the subject, that the Lafayette statue was of gigantic and commanding size and should not be put on any other than a large site. ‘The Treasury corner is said to ve 80 feet square, while the base of the statue will be nearly 20. This certainly will be unfortunate by contrast. Where shall it go then? Asa citizen I favor the center of the large circle just south of the Executive Mansion. There is the only unoc- eupied space of the kind in the city fuli up in size to Mr. Reed’s requirements. Tue circle is a smooth, beautiful, clean space, directly in view of the monument, where the hero in stone could forever enjoy the view of his associated hero's momorial. SENATOR GORMAN’S VIEWS, The first person to discuss it was Senator Gorman, who said he had come to the conclu- sion that any further objection would result in an undesirable postponement, a postponement which would be full of danger to the measure. He, thorefore, would do no more than put him- seit ou record as certain features which he regarded as objectionable. He trusted the Senator in charge of the bill would prepare and push legislation that would materially change matters. The system he objected to was that of placing army officers iu charge of work that belonged to civilians. The construction of buildings, the laying out of parks and similar works should be supervised by civilians. He ad- mitted that the engineer corps stood high, but their assignment tosuch duties as now occupied most of their time was all wrong. The army was gradually making serious encroachments upon the rights and occupations of the man in civil life. Mr. Gorman said he would not contest the bill now because the whole country was in- terested in the idea of a great national park at the national capitah Had the Iand been bought tem years ago the cost would have been much less, and if the pur- chase was delayed there would be a great increase in the cost. He trusted the bill in its present shape would not long survive. but hoped there would be amendatory legisla- tion in which the control of the work would be shifted and the total expense paid by the gen- eral government, SENATOR GIBSON'S VIEWS, Senator Gibson of Louisiana was emphati- cally favorable tothe park and enthusiastic over its location, He had ridden over the greater portion of it and was satisfied that it was all that could be required. He did not think that the people of the District ought to be taxed for the purchase of the land or the maintenance of the reservation, Mr. Gibson said he had but one apprehension and that was that the army engineers would go in with their picks and spudes and destroy the natural beauties of one of the most naturally beautiful spots on the face of the earth. WHY BIR. REAGAN OPPOSED IT. Mr. Reagan said be was opposed to the bill. Central Park in New York, he said, contained only 700 acres, while it was proposed to estab- lish here a park of 2,000 acres. It was too much land for the purpose and it would re- quire a smaller expenditure of money if less soil was purchased, MR. SHERMAN SPEAKS, Senator Sherman said he was warmly in favor of the establishment of the park, Had the ground been bought twenty years ago it could have been purchased for $200,000. To- day it was worth fully six times as much, It was a good investment, if nothing more, The land would increase in'value cuormously. He objected to the government taking the city of Washington into partnership. “I don’t like to use the word,” said the Ohio statesman, “but I think it’s a mean thing to do,” and Mr. Sherman put a weighty accont on “mean.” He saidthe District could not afford such an expensive luxury, but the general government could. The goverument should own the park. Mr, Sherman then referred to three civilians (whom he did not name) who resided in this city and who could more sat- isfactorily and artistically lay out the park than could ag army engineers, Senator ris reminded Senator Sherman that there | would be three civilian commissioners ap- pointed to act in conjunction with the army | officers, THE FEDERAL GOVERNMENT SHOULD PAY ALL. Senator Sherman said he was pleased to be so informed, Then he went on to say that he hoped Congress would speedily repeal the law which makes the District pay half the cost of the park.
