Bew York Office: Boom 93, Tribune q The case against the civil service commis- sioners 1s closed. The previously admitted facts concerning Campbell's indiscretion, Com- missionet Lyman's promotion of Campbell, and Commissioner Roosevelt's or the Com- mission's act in securing Shidy's reappoint- meut have taken the shape of sworn evidence. So far as the fair or unfair administration of thé merit system is concerned nothing new has been developed. The facts brought out con- cerning Campbell are the same which Commis- sioner Oberily « long time ago dis e@overed and punished by s reprimand, and are the same with which President Cleveland and President Harrison have both been acquainted. Opinions may differ as to whether Campbell's breach of dis- Gipline was sufficiently punished when it oc- curred and as to whether his promotion a year later by Commissioner Lyman was the wisest eourse to take, but nothing new has been added to the public knowledge or to the knowledge of the administration concerning these matters of ancient history, and the evidence is con- elusive that Campbell's offense was at the worst only # technical breach of discipline, not affecting in the slightest degree the fairness of the examinations. The imperative necessity that the impartiality of these examinations shall be absolutely above suspicion, and the danger of a misconstruction of Campbell's act, have given an exaggerated importance to his case, and the friends of the merit system willbe glad that, however Campbell may have fared per- sonally, the examinations have stood the test of the most searching investigation of insifuations concerning their fairness, Though nothing has been developed which raises the grade of his original offense or requires a reopening of this part of his case, Campbell himself has fallen in public estimation through the con- tradictory and confused statements which he has made concerning his actions. Shidy, too, by bis own evidence has damaged himself in public opinion, and also in the opinion of the Commissioners, who doubtless regret that they were induced by his professions of repentance of wrong-doing to protect him against punish- ment for telling the truth in respect to that ‘wrong-doing. Campbell and Shidy have suf- fered from the investigation, but the cause of civil service reform and the stability of the merit system are not in the least intertwined with their fortunes, They have injured them- selves personally and in a manner not expected either by the investigators or the investigated. As the session of Congress advances it be- comes apparent that no large reduction will be made either in customs duties or in internal taxes. The reason is the small possible surplus after the appropriations for the session have all been made and the certainty that the neces- sary expenditures will almost if not quite reach the income of the government. The difficulties in the path of the ways and means committee have been due to this peculiar condition of affairs, But there are doubtless local reasons operating east and west in favor of such re- duction of the tariff as will both increase the revenue and satisfy the existing state of manu- factures. Oe The investigators of the civil service com- mission, having repeated the commission's showing of Shidy’s spoilsman administration of civil service reform duties in order to at- tack the commission for securing his reap- pointment, afterwards apparently engagedinan effort to whitewash Shidy asa civil service re- former through Paul's testimony, in order to show that the commission was unjust in report- ing violations of the law in the Milwaukee post office. Shidy is a picturesque and many sided individual, and the effort to whitewash one of his sides, involving s denial of the credibility of his confession, is an interesting and enter- Yaining performance. —————- It is to be feared that her majesty of Eng- fand needs more of such preaching as Canon Liddon's than she will allow.
