IMPORTANT NOMINATIONS. ———___ PRIVATE BILL DAY IN THE HOUSE, ——— THE SENATE, After the usual morning business in the way of the presentation of petitions and of the in- troduction and reporting of bilis (none of them of public importance) the Senate, at half-past twelve, papceeded to the consideration of bills on the calendar. BATLBOADS IN WASHINGTON DISCUSSED. A Dill’ to incorporate the Washington and Highlands street railway company of the Dis- trict of Columbia, having been reached on the calendar, gave rise to » discussion, in which Mr. Manderson advocated the system of Foren up such charters at auction, and Mr. Vest ar- gued for the prohibition of all strevt railroads except such as are to be operated by electricity or by cable, and he offered an amendment to that effect. Mr. Sherman sup} said that he woul ted the amendment and vote for a law compelling all existing street railroads in Wash- ington to change ~— their = systems into electric or cable systems, He believed that they could all afford to make the cl He characterized the occupation of streets by the Baltimore and Ohio railroad company as an outrage andashame and as amounting to an actual confiscation of property, and said that the Pennsylvania company was not much better. Mr. Hale argued in favor of a postponement of the bill until it could be more thoroughly considered, PROPOSED AMENDMENTS, The bill was laid aside without action— amendments having first been offered by Sena- tors Vest, Hale and Wilson (Iowa). The first two required the use of an electric or cable motive —_ power and the adoption of rails on a level with the strect surface. The latter was a requirement that whenever the net income should exceed 10 per cent of the actual paid-up capital the ex- cess of the income should be paid to the Dis- trict of Columbia, ¥ THE PUBLIC BUILDING BILLS on the calendar having been reached the fol- lowing were passed: For Sterling, Ill, $50,000; Oakland, Cal, $300,000; Cheyenne, Wyo., $150,000; Chester, Pa., $100,000; Helena, Mont., $400,000. ‘The bill appropriating $500,000 for Salt Lake City, Utah, having been reathed Mr. Plumb moved to reduce the appropriation from €500,000 to $400,000, on which considerable dis- cussion ensued, THE BLAIR BILL. While the debate was going on, the hour of 2o'clock having arrived, the bill went over without action, and the Blair educational bill came up as the ‘unfinished business,” Mr. Platt and Mr. Harris desired Mr. Blair to - a time when the vote could be taken on the ill, Mr. Blair said that he was unable to do so. At least five or six Senators desired to speak upon the bill, and the concluding speech of r. Evarts would necessarily take considerable time—probably a full day. He then proceeded to reply to some of the criticisms of the bill made by Mr. Faulkner and Mr. Spooner. IMPORTANT NOMINATIONS. The Baltimore Customs Officers on the List Today. B, Maher of the District of Columbia, second assistant engineer in the United States revenue marine service, THE HOUSE, On motion of Mr. Rogers (Ark.) the Senate bill was passed authorizing the construction of & bridge across the Arkansas river in the In- dian territory. (A bill similar to this was Passed some days ago, but the second passage was made necessary on account of a mistake made by the engrossing clerks of the Senate.) THE ALABAMA CONTEST SETTLED. Mr. Haugen (Wis.), from the committee on elections, reported # resolution on the Alabama contested election case of Threet vs. Clark. The resolution, which was unammously re- ported, declared Clark entitled to retain his seat. It was adopted, On motion of Mr. Lanham (Tex.) a Senate Dill was passed increasing from $150,000 to $200,000 the limit of cost of the public building at El Paso, Tex. The Speaker laid before the House the Sen- ate bill referring to the Court of Claims the claim of W. E. Woodbridge for the use of his invention of projectiles for rifled cannon. Mr. Simonds (Conn.) asked that it be put Upon its esa Mr. Holman (Ind.) raised the point of order that the bill involved an expenditure of money and must first be considered in committee of the whole, The 8 er overruled the point on the ground that the bill on its face did not involve such an expenditure. On motion of Mr, Simonds an amendment was adopted providing that all persons havin, claims or interests adverse to those of Wé bridge may appear and defend the same. Busang, N.D., March 7.—In the legisla- ture yesterday Representative Stevous sent to the clerk's desk and had read a private letter of Attorney General Goodwin which has created a profound sensation in all quarters, The at- torney general is not on good terms with the legislature, having been anathematized by the senate for giving more advice than they asked for on the late investigation. Besides this he is the known opponent of the entire lottery scheme, The letter read was dated February 2, 1890, toC. E. A careful canvass is being made of the senate and house to secure — pledged men who can neither be bought, bulldozed, fettered nor cajoled into voting to pass it over the governor’s veto, and then wait and let the backers of the rotten scheme intreduce it and put themselves on record, and then flood the state with protests, letters and telegrams to rouse the sleeping lion of public entimeut and bury the reckless pro- moters of this outrageous thing so deep that they can never again raise their heads in the Politics of the state.
