CLarK, Notary Public. €13.75 CUTAWAY—IN OUR HOUSE~ iene pitas 813.75 THAT HAS BEEN @24, 823, The last Congress failed to devise and adopt | 915.75 22 $20 on $18-FOR $13.75. a general plan of burying the overhead wires of the capital. though it received an elaborate report from Major Raymond on the subject in accordance with its request, and though its hostility to such wires was indicated in many ways, The new Congress gives indications from the outset that it will also take the side of the people in this controversy, and it is hoped that with the early start which the District ap- propriations bill has received time may not be lacking to establish a general planof under- ground wires which will protect individuals and the appearance of the city, with only the incopvenience and expense to the cor- porations which are absolutely necessary. The pending appropriations bill for the District proposes additional legislation encouraging the | g13.75 electric companies to bury the wires of their own accord, and indicating very distinctly the public disapprobation of the present dangerous and ugly system. Under existing law no addi- tional overhead wires may be erected in the city of Washington. Under the provisions of this year’s bill no overhead wires for public and private electric lighting will be permitted on or over any of the streets or avenues of the cities of Washington or Georgetown after Sep- tember 30, 189. The prohibition of the existing law against additional electric wires of any kind in Washington remains, and by September 30, 1890, all the overhead electric | light wires now in place must be removed, and from the streets of Georgetown as well as from those of Washington. The existing wires of the telegraph and telephone companies are not affected by this new provision, but another section of the bill ia aimed at them. This sec- tion directs the Commissioners to impose and collect a license fee of $25 per annum against any corporation, person or persons for each and every telegraph or telephone pole main- tained by it, btm or them in any street or ave- nue in the cities of Washington or Georgetown after July 1, 1891. The debates of the last Congress indicated that our legislators, almost as u unit, dered torid the city of the overhead electric wires, aud the obstacles to decided andcomprehensive action in the matter were an alleged lack of time, and of the opportunity for that deliber- ate consideration which a plan of this kind, to be impartial in ita application, ought undoubt- edly to receive. The present Congress,voicing | the same publie sentiment which prevailed in | 813.75 its predecessor, ouzht to take time by the fore- lock and bury the wires. If that can be ac- complished by a separate piece of legislation better than through amendments to the appro- priations bill. a carefully considered measure with that end in view shouid be promptly in- troduced and vigorously pushed. The death of Heury W. Grady of the Atlanta Constitution removes from the arena of politics and journalism an eager, brilliant spirit, He | was associated chiefly in the public thonght with ideae of “reconciliation” and the “new south.” and it was on the occasion of his recent speech in Boston in exposition of those ideas that he contracted the illness which resulted in his death, oe The provisional republic of Brazil makes a mistake in confiscating the late emperor's pri- vate property and in changing the names of streets, institutions, &-., called in his honor. He was nota tyrant of the story books, but a! good ruler, great in his ideas and kind in the promptings of his nature. It was his misfor- tune to rujg on a continent and in an age in | which kings and emperors are going out of fashion. We have done this—according to our usual custom—that we may have no old stock to care for at the end of the season. We have done {t now that you may take the suits—wear them—have the good of them—while they aro ‘the most fashionable styles that are on the streets. ‘The immense crowds that have thronged our Third floor—from Prompt 8 o'clock this morning is the best evidence in the world that the people—the buyers of clothing—appreciate these sales.
