EVENING STAR. CROSBY¥ 8. NOYES.. Largest Cireulation in the District Beading Matter on Every Page. WASHINGTON CITY: SATURDAY ........November 16, 1872. The Civilized Horse, In watching the progress of the present horse epidemic, and noting its various phases, one must be struck with the marked resemblance between it and certain ills which human flesh is heir to. For instance, the first stage of the dis- ease corresponds almost exactly with the infla- enza among bipeds, the symptoms and effects being simit In serious cases there is the chill, the convulsive cough, the heaving che-t and body, congestion of the lungs, and finally the ominous death rattle in the throat; in fact the characteristics are the same as those ex. hibited where persons are aflicted with"paea- monia, and besides, the general medical treat- ment in both instances is nearly identical. The atest and probably the most dangerous form of the disease fs dropsy,(superinduced by hard work exposure to inclement weather,)which exhibits ail the characteristics of the «ame mal. ady in human beings, and begins with a swell- ng of the extremities, which gradually extends to the be It is a well understood fact mong medical men that this peculiar disease is @ eequence of certain kinds of fever in many eases where persons take cold from exposure when in a state of convalescence. Here again is @ striking instance of similarity of equine and human diseases. Civilization—er, perhaps it should be, the abuse of civilization—is gener ally believed to deteriorate the human race, considered physically; and in no case is this so conclusively illustrated as in a comparison be- tween the dusky maiden of the western plains, “whose mirror is the mountain spring,” and her pale-faced sister who has been brought up sur- rounded by every blandishment of enlightened life. And, besides, the fact is indispatabie that the diseases of civilization out-namber, al- most ten to one, the maladies to be found among savages, and that new types of disease are continually appearing among enlightened nations to vex the brains of Medical savans. The question then naturally arises, if th: man race is enervated by civil- ization, why should not our domestic animals, which in a state of nature are wild, deteriorate as well, and a horse, for instance, exhibit the same delicacy of constitution and the same sus- ceptibility to disease as his master. May it not be postible that warm stables and blankets and assiduous groomiag have done for the horses what beds of down, tight lacing, late hours and a life of luxurious ease have done for thousands of our fashionable ladies, viz., planted the seeds of disease and ruined their constitutions? If #0, we may expect to hear that ‘‘ Brown's horse ach of the gout;” “ Smith’s nag has ia,” “Roe’s horse ‘Lightning’ dyspep couldn't ran at the races yesterday because he | had the sick headache;” ‘‘ Doe’s brown cob is troubled with hysteria,” “ Bonner’s Dexter is subject to painful attacks of neuralgia;” “ Tae mall-pox has broken out among the horses in | Iitinots,” &e., c., ad infinifum. Let us hope for better things, however, and that the miserable diseases in the category of human ills may be the last thing imitated by our horses. The Rourd of Health and the Goats, Emulating the example of that famous Knick- erbecker governor of New York who undertook to repel an invasion of the New England Yankees 4-sounding proclamation, our Board of Health have falminated a formidable evict. prohibiting goats irom running at large. ‘The goats mind it as le as did the Yankees. They multiply exceedingly, overrun the streets, browse away at the choice young trees set out by the tree commissioners, play the mischief with the ernamental shrabs and flowers in the parking, and in private yards, and one of these reckless chamois of the Alps is said to have absolutely mounted to the bay window of a “palatial residence” up town and batted his | ibcrately through the plate glass to make yngst the plants inside. e me are opinionated for one thing, and they can’t read for another. If they could read the B. of H."s proclamation, itis doubtfal if they Would heed it. They are egoatistic cusses, and think as much of themselves as the B. of H. do Of themscives. Manifestly the Board will have to go at the goats in earnest if they propose to sbate the nulsance. Proclamations wont do— especially when addressed to goats that can’t read. The owners of vicious dogs and proprietors of loaded guns and pistols laying around loose have Litberto enjoyed a perfect immunity from | sil legal pains and penalties; the former, for their cussedness and the latter for their crimi- mal carelessness. It is, therefore, Pleasing to note the fact that two juries—one in New York and one in Baltimore—have recently been found whose heads are level as to canines and loaded fre-arme. In New Yerk Mr. Gale is the pater nal parent of a little girl and the owner of # re- = Had the-two been kept apart MroGale would have saved just $750, tbat being the amourt of damages allowed by the jury, & few cays since, to Mr. Hoffman, whose body was perforated with buckshot from Mr. Gale’s six-shooter while Mr, Gale’s little daughter was fooling with it In Balti- more Mr. Herman Simon has or had a number of vicious dogs oa his premises, and the hungry pack attempted a few weeks since to lunch on a little girl named Mary, the daughter of ene W. D. Brooks. Mr. Brooks thereupon brought suit to recover for loss of services of his daughter, and another action to recover dam- Sges for Injuries to the little girlby the dog bites. Mr. Simon’s defense was that he was not the owner of the dogs, which belonged to bis gardener, on the same premises, where the little girl Mary was in the habit of going every day for milk, which was sold by the gardener on bis own account. The jury thought that “too thin” and returned a veraict of #100 damages \u the first case, and $200 damages in the second, which was dog cheap considering the circum- stances. We cite these two cases, first as a warning to offenders, and secoml, as an exam- t'e for injured persons and for jariesin this city similar cases, +e. —— The New York insurance companies are re- ‘ng to insure stores aud dwellings built with + ousard roofs, and in some cases where prop- ¥ of this kind has beer reinsured to old cus- mers Is to 2 per cent. extra has been de- i. This seems to be @ temporary janic sug the insurance men, arising from the cur- ot dispositionto make the mansard roof the “pegoat for ali great calamities by fire.
