THE PROSPEC?!, It is po longer to be doubted that the army, cr rather armies, with which the United States ‘will - ext spring resume ac‘ive operations will le the largest and best the world will have seen in modern times, while those with which they will haye to contend will be vastly less nu- merovs and less effective than the armies with wh'ch the rebel conspirators have operated up to this time. These important facts are now so patent that all well-informed persons here re- Gtize them in their full force. IMPORTANT FACTS. | The total number of colored troops now in | the service of the United States is 60,000, with quite as many n gio s—2o0t armed—in the ser- vice cf the Quariermaster’s, Com missaries, and Engineer's departments’ The total number of nerrce of all ages and conditions, which the Tebels have so far lost by the war, is estimated here to be at least half a million. We have not been able to learn that reliable information substantiating the fact has reached here. ANOTHER IMPORTAKT ARREST IN NEw YorxK.—Seyeral days ago, Mr. A W. Palmer, | a clerk in the New York custom-house, was arrested upon serious charges. The investiga- tion will-take piace to-morrow, and it is said will give thé history of the blockade runners which have left the port of New York for sey- eral months past—and the ingenio us modus op- erandi of their depariure—with othar facts which cannot fall to throw Hght on the method by which the South received supplies from northern cities by way of British colonial ports. It appears that there are many Englis& ship owners in New York city, who claim the right as subjects of her Britanic Majesty, to forward ir vessels and freight of any character where y pleace, heedlegs of the precautions which they should take in accordance with the spirit of the neutrality laws, that such cargoes shou!d not be transmitted South. It isa siguificant fact that some parties in New York haya y eels registered in the names of their wives, wh are Americans, while others have an English registration—thns enabling them to claim the protection of two nations, and create contro- versy in Congress and Parliament when the least of their nicely arranged and subile privi- leges may be infringed. To this significant and remarkable circum- starce, it isstated, may be attributed the success of parties who bave sent blockade runners to the South from this city. Mr. Palmeris a young man, but twenty. five years of age, and it is said, was buta tool in the hands of older partics. The conduct of Palmer was unknown to Mr. Barney, the col- lector of ihe port of New York. The revelations which are to come, willshow the peculiar neutrality observed by some Fug- lish chip owners in New York city, and the succersful means they have taken to bribe officers at the Unstom House. RAILROAD Casu—We an- nounced om Saturday that the Courton that day had made a decision in the case of the Washington, Georgetown and Alexandria Railrond in favor. of the Railroad Company. The principal points decided by the Court, ns stated to us by cne of the attornies for the Railroad, were: 2 Ist. That the Washington, Alexandria and Georgetown Railroad Company is a valid and legal body ccporate, and have a right to sue and be sued. and as such were authorized to act 4s complainants in the present suit. 2d. That a sale upon second or a third deed cf trust executed on all the property of 8 com pany were as valid and bindixg as a salemade @ first deed of trust. 3a. That there was no such thing as selling the franchiees of a body polilic or corporate under a deed of trust that the matter sold was the property clothed by the franchise, which went to the perchaees under the statute of Vir- ginia, who ame & CO! tion under the charter, with the powers and franchises granted ty the Legislature to the gompon. or corpora. tion created before the said . That the lan- guage of the statute is «g” sale under a deed of trust or mortgage, and not any particular deed of trust or mortgage, where there are more than ére. But that the franchise granted by the Legislature as such remained intact; ond. that the new corporation created by virtue of such sale, purchase or conveyance, allthe rights nnd powers, and could do all such things as might have been done and J fecti m before the sale; and that all such rights appertained to the present railroad compary. ath. That the deed of trust to the Corporation ,of Washington, executed to the Messrs. Brad- jeys, dated April 9th, 1655, was null aud void so tar as the Corporation of Washington was concerned. That it neither incurred legal or equitable lishilities, and acquired no rights oy Virtue of said deed of trust, as the same was an abeolute violation of the city’s charter, and conferred no rights whatever upon the Corpo- ration. And thatthe endorsement of the cer- tifl Ss of the Railroad Company was null ana void, 5th. Phe Court then ordered that the cas should be referred to a solicitor to ascertain who held the cernffentes, upon what co! sider- ation, aud when and how obtained; and for that purpose ordered the bill to be amended, making the said certificate holders parties. The case will probably Go to the Supreme Court on appeal.
