Rumors of the issue of President Lincoln’s amnesty drocla- mation were aleo having their effect through- out their ranks, and des-rtions were frequent. The officers were proriising a general speedy advance Northward to keep them quiet. Many weil-intormed officers were of the opinion that ‘Price would moye one cotumn on Little Koek, and Maxcy with another on Fort Smith. Our cavalry crossed the river on tha ice and intercepted the revel mail. Letters epeak of an immediste advance of their forces north- ward ss probvabie. FROM Caiko. Mr. Rhees, the author or introducer of sie systtm of marking schocl deficiencies lately adopted by the board, being called upoa to explain bis system, declined to enter into @e— tails, but stated that the present plan was an expeliment, which was open to improvement, when it was found necessary. Not being a teacher himeelf, he could not oxplain its prac- tieal wogkings, but it was snch as is used by oa the ecl is of cther cities. Mr. Rhees was understeed to refer to the city of Philadelphia. Mr. J. E. Thompson, Grammar School No. 4, showed that the mode of ma king abseatces alone saved more than one half the labor and lime. It was always to be presumed that the merits of a school would outnumber the de- merits. The present method proposes to mari the merits, hence the labor is largely increased. Mr. O..0. Wight explained the system in use in bis Cwn school in reference to recitations. As to attendance and conduct, he preferred = negative system, or one that marked the defi- ciencies, as saving time and equaily satiafx ‘ory. He thonght that numbers indicating de- grees Of merit should be used for recitatio.s, but tke teacher should be guided rather by tho geveral result of a class examination, based on the intelligence of each pupil, than by failure to answer epr cific or one or more merely bik questions, Mr. Richards tock substantially the came view. How To Treat a Frozen Linc — Star -— Every paper that one tikes ap co. acconnis of troven limbs; eepecially is case among our good and gailant soldiers, A certain #nd effectual way to prevent tue results of frost On any exposed pari of the body, is to scarify tie part freely with a Paty? Let po one fear todo this: there is not # par i- cle of pain attenaicg the use of a knife oh 2 irozen hand. foot, ear, ormose, It can be.done by the safferer himself in nearly all cases, and with acommon knife. Cut through the'skin in several places, then rub with snow, or place in cold yater ontil the circulation is esta’ lished. The philosophy is simply this: 11 part frozen has its circdlation stopped: whe it begics te thaw an increased amount of blood is thrown into the parts, cansing immedia‘e inflammaticn, and followed by mortification and death. The part must necessarily slouch off, or be removed by the'eargeon.. The appli- cation of the katfe freecly.through the sk 1 whilst the portion is under the influenc: frcet pives bo pain, and As soon as it begiy thaw the blood flows freely from the scarified places, the oyerchargrd parts ae relieved, the pain is subdued, and no infl»mmation follows. Any partof the human frame can be fr. by wrappirg itin a bag of pounded ic sult, and the part amputated by a surgeon withcut a particle of pain, and no inflamm tio will follow, because the blecding relie tre overcharged blood vessels. ‘This article is written for the poor gad tt cughtless, and especially for our gallant ditrs who are exposed and nnable to obtain a surgecn’s advice. e The remedy must be promptly adopted, and generaliy by the sufferers themselves. Pleare call the attention of your coHeagn-s cf the precs to this simple plan to alleylaie the sufferings of humanity. Yours respectfaliv, H. W. WapswortH, D.D.S., 356 C et. Washington, D.C.
