Mr. Plant introduced a joint resolution, in lieu of that passed last week, requesting Capt. Scheetz to furnish a list of all persons who claimed exemption from the draft on the ground of not being besidents of this District. [The tormer resolution only contemplated aliens.] The resolution was passed by the following vote: Yeas— Messrs. Brown, Gordon, Gulick, Floyd, Lewis, Plant, Turton and Semmes. Nays—Messrs. Clephane and Sargent. Mr. Sargent, front. gommittee on schools, reported back the bit of Common Council in- creasing the salary of teachers 0; public schools, with an amendment drawn by another member of the committee, (Mr. Utermehle.) Mr. U.’s amendment contemplated giving an increase of $50 per annum to all the teachers below the male grammar teachers from Jan. 1, 1561, to June 50, 1564. Mr. Lloyd, also & member of the committee on schools, introduced as a substitute for the whole bill a bill increasing the salaries of the male and female grammar s<hool and interme- diate school teachers 20 per cent., and of the se¢ondary and primary schoo! teachers 25 per cent. Mr. Utermehile stated that two weeks ago he had asked a posiponement of the consideration ot this school bill in order that he might get up certain Statistics, as indir. ct attacks had beeu made upon him, he havirg been charged with a shoddy arrangement in endeavoring to secure venchers. He (Mr.U.) did say he could furnish as gocd teachers as we now h S120. He could not, however, be led astray by attacks from newspapers, and cared bat lide or no- thing for what they said. He only cared for the citizens and for the opinions of his con- stitnents. He had not been able to obt: all the information he desired, but had received two letters from the mayor ot Baltimore and from other parties. As he had beea atiacked by &@ Lewspaper, he hoped the reporter of that paper would take note of his reply, in order tbat the publie might jadge his conduct and say Whether itis soreprehensible. Larner spoke against the increase, taking the ground that Mr. Daniel was a dis- loyal man, and brought forward the statement et various parties, among them that of Mr, Enoch Kdmonston, to sustain the charge. Mr. Shepherd said that he believed that Mr. Dauiel was a loyal man, for he had been vouched for by such men as Matthew G. Emory and Mr. Fowler. He proceeded to dis- prove the evidence prodaced by Mr. Larner of Mr. Daniels disloyalty, and read a writtea statement made by Mr, Daviel. Mr. M. Larner opposed the bill upon princi- ple, as he did not believe a music teacher was heeded in the public schcols. He had no conbt that arthe oniset of the rebellion Mr. Daniel was disloyal, and be related a conversation that he (Mr. L.) had with the brother-m-law ot Mr. Daniel, going to prove that his assertion was correct, Mr. Shedd had a conversation with Mr.Daniel some time ago, and the sentiments expressed by Mr. D. was oyal as uny man’s; bat out- waidly aman might be Joyal, when at heart he was disloyal. Dr. A.A. Lipsecomb, formerly of the Maryland Couterence, Methodist Protestant charch, bat who left the conference to go to Alabama a few years before the rebellion, and subsequenuy ‘was made President of college or univer-ity, is now a Brigadier Generat in the Confederave service. It is also stated that Rey. S. B. Sutherland, ot the same conference, Who was stationed at Charleston, S.C., at the outbreak of fhe rebel lion, is pow a clerk in the rebel War Depar:- mentat Richmond. Mr. Sutherland was op- posed to the rebellion at the outbreak, and lis friends here fears for his safety ; and himself expresses adesire to get back to Maryland.
