The words of the Senator were not offered in debate, but were embodied in a series of resolutions, up- pesli:g tothe peopte to reyolt. If this were achezed io civil war in the country must fol- low. Stripped of verbiage that was the pur- pose. Mr. Davis replied thatthe resolution of the honorable Senator from Massachusetts pre- sented a garbled version of his language. It Was not contained in bis resolution. The inter- ence which the Senator Grew was not author- ized by the language. The Senator himseif had admitted that, when his State was in rebellion against the United States, he sympathized with the rebellion in the Burns ‘case. «Det the galléc [2Gé Wine; my withers are unwrung.” When the Senator spoke of treason 2gainst tae Government he spoke from ttle recesses of his own heart. The resolution he (Mr, Davis) would abide by, and he denied that it author- ved the interpretation the Senator from sachusetis had endeavored to deduce from it. The Senator from Massachusetts was an adyo- cate of the exercise of the military power in elections to destroy their freedom and carry results by the bayonet. Now, his resolution meant this: the people should rise at the polls and take the power of the Government, which properly belonged to them, into their own ands, and that the people should repudiate their leaders. He gaye them this advice here, here, and everywhere. How was it with the honorable Senator? If he recollected right, he was with the Burrs insurrection in Massachu- setts. After some further remarks by Messrs. Davis and Wilson, the Senate proceeded to tne con- sideration of the bill amendatory of the enroll- ment act; when— Mr. Sumner offered an amendment, which contained three elements: First, that no person shall be allowed to furnish a substitute, but that this shall be done by the Government; Second, the commutation of three hundred dol- lars shall be fixed by law, soas not to vary in the discretion of the Secretary of War; Third, every drafted man skall pay #300; and it he have an income over $600 pro rata, according to income ; over $600 and not over $2,000, ten per cent.; over $2,000 and not over $5,000, twenty per cent.; and over $5,000, thirty per cent. He explained the object of the amendment, which ‘was to equalize the burden of the dratt. After the reading of the amendment, a debate ensued, in which Messrs. Sumner, Clarke, Pcmeroy, Collomer, Lane, Wilson and Cowan took part. Without taking any question, the Senate went into an executive session, and soon afterward adjourned till Monday. LOCAL NEwWs. Air Rs Sa kay GEORGETOWN CounciLs, Jan. 8.—Board of Aldermen. —Tne Common Council resolution to pay to Geo. Harrieon, the scavenger, an addi- tional $10 per month, was passed; also a reso- lu ion increasing the salary of the Market Master $25 per quarter. The resolution repeslmg so much of the res- olution of Jan. 4th, 1903, as required the clerk to charge the same license upon cars as upon omnibuses, was rejected. A resolution to purchase two stoves and fix- tures for the Council Chamber was passed. A communication was received from the Mayor relative to the erection of a new market house, and recommending that the erectioa be postponed on account of the high price of ma- terials. No action was taken. Mr. Beall introduced a resolution increasing the salary of the Clerk of the Corporation $200 per annum; whick was adopted. A Common Council resolution to pay T. A. Lazenby, Lewis J. Mountz, H. Wingate and Mr. Chamberlain certain claims, was passed. Also, @ resolution to claims of Isaac Marshall, superyisor, and Henry B. Walker, ‘was adopted. Also, a resolution to pay Brown & Powers and Wim. Whalen their claims. Adopted. The clerk of the Common Council announced that the board had concurred in the resolation increasing the ealary of the clerk of the Board of Aldermen.
