LATER FROM CHARLESTON, The steamer Empire City, which sailed from Port Royal on the ist, arrived at New York on Monday. Nothing new had transpired at Charleston. The health of the troops was excellent, and there had been but few cusvatlites. At Hilton Head, from which the steamer sailed, without croseing Charleston bar, a report was in circulation, which was traced to rebel sources, that Gen. Gilmcre, finding it almost impossible to plant his guns on Wagner and Cumming’s Point, in the face of a continuous fire from the enemy, had temporarily suspended the work, and that he was led to do it by the inactivity ot the navy, which failed to support him in his present position. A vigorous dis- charge of shot and shell was poured in con- tinwous Rolleys from all the rebel works on Morris Island. The enemy appeared to be very active in Fort Sumter. Steamers were seen there laden, apparently, with materials to Tepair the works, and the rebel flag was still flying on the walls. With the glass it was ascertained that reinforcements were gn these steamers, evidently to add to the garrison. Still Later from Charleston. Mew York, Sept. 22.—The steamers Fulton and Mississippi, the former from Charleston beron the jeth, and the latter from Hilton Herd on the Isth, have arrived here. The Mississippi reports passing off Charles- tom at3 o’clock on Sunday morning and heard heavy firing. The Fulton reports that the work of mount- ing guns on Battery Gregg was progréssing ve slowly in consequence of the annoyance received trom the rebel Battery Bee and Fort Moultrie by shot and shell fired at intervals of about twenty minutes. Passengers by the steamer Fulton say that the preparations of Gen. Gilmore for shelling the city of Charleston were in a forward state, and can be undertaken at anytime. Asevi- dence of the intentions of the Government the fact is significant that the Arago, im her recent trip, took to Gen. Gilmore 80 cases of shell coutsining Greek fire. The iron-claés were not firing; and there is reason to believe that the navy will not re- commence the attack upon the rebel position until Gen. Gilmore’s new batteries are’ ready to co-operate.
