Larner moved to pestpone the cos- sideration of the bill, and make it the epeciai order for Monday next. Mr. Noyes hoped that tRe bill would be coa- sidered now. The motion of Mr. Larner was lost. Mr.N.D. Larner said thet by the bill the ealarice of the Commissiovers were reised equally, while it wae well known that the Com: ia the Bosond, Thirdand Fourth Wards uch more work to perform than those of the other wards. He therefore moved en amendment making the salaries of the Com- missioners of the Second, Third aad Feurth Warde 6660, and the salaries of the others §708. Mr. Moyes eontended that it was a mistake that the dution of the central wards commis. sioners were heavier than those of the outide wards. The commissioner in his own ward (Sevent&) Bad to go over an area of territo! qual to two or three of the central wards; ani the amount of expenditere enperintended by @ commissioner wae no fair test of labor, es the commissioner of @ centre] ward might sit at Bis leisure to oversee the construction of @ $50,(@0 sewer, while the supervision ef the ex- penciters of a fraction of this amount in the venth Ward would compel the commissioner to travel from the Monument to the Arsenal, or from the Capitol te the Long Bridge. Be- sides, the bill required the commissioners to devote all their time to their duties, and there was no justice in making an inequality of ealary. Mr. Wilson contended that there was as much labor performed in the Seyenth as in other wards. That ward was not far behind other wards, and in population was second only to the Fourth, Mr. N. D. Larner said the Seventh Ward hed just 13 more souls init than the Third, but she paid from $50,000 to £100,000 less taxes. Mr. McCathran said the commissioner in his ward was the most faithful officer they hud bad there for ten years. The Sixth Ward, whether she bad money to her credit or not, would give notice that she intends to go in debt for improvement. He would never vote to decrease the pay of any officer whilé that officer does his duty. Mr. M. Larner moved to make the salaries of the Commissioners $700 each. Lost, yeas 5, nays 11. Mr. N. D. Larner’s amendment was iost— yeas 4, nays 12. a Mr. N. D. Larner moved to insert the words “ang shall not be engaged in any other busi- ness.” Mr. Wuleon hoped the amendment would not prevail; it might prevent @ man from collect- ing his rents or from going to market. The smendment was lost—yeas 6, nays 10. Mr. Ellis moved to strike out the section aboliehing the office of inspector of gas meters, which, after some debate, was lost. He wae # glad to know that these men had ccme here to improve the city, and was sorry to sey that many of oor own eitiapns hoarded up their money to lend ont at large interest rather than expend itas these gentlemen pro- pose to do, and thereby adding to the city’s prosperity. ‘The amecdment was agreed to. Mr. Wileon moved to amend by inserting a proviso that the improvement shall not preju- dice existing rights; which was agreed t, Mr. Noyes offered an amendment providing that the revenue to de derived from this im- provement be paid into the funds of the Sey- enth Ward. Mr. N.ssid that as the central wards were inclined to cast reproach upon the Seventh Ward for her poverty, they wonld doubtiess see the justice and propiiely of permitiing that ward to avail herseifof such soarces of reyenae within her limits. Mr. N. D. Larner opposed the amendment. Mr. (. Wilson said that the Seventh Ward had been robbed, hai been made to build sea- Walls and open streets to accommodate the center wards. They (the Seventh Ward) did not want these improvements and were ner benefitied thereby, and it was @d—d good rea- eon for being poor. Mr. M. Larner called the gentleman to order, Such langusge was unbecoming iu the eham- er. Mr. Wilson.—I asx the pardon of the Board. Mr. Larner denied the charge that the ceuter wards had robbed the Sevenih Ward Mr. Wilson asked if the Third and Fourth Wards bad not compelled the Seventh Werd to 1 their money in making improvements hich they had not usked for?) They had to da large amount in opening Eleventh t tor the benefit of other wards. Neariy all the coul was landed and brought up bley- enth street, but nise out of ten tons are con- sumed inthe city. They had to improve Sixth and Seventh streets, which wes no bene | them. You make us buiidasea wail to benefit the city, and when we ask fora little revenne you say, “0, no, that must be paid iu the gen- } eral fund.” Mr. N. DP. Larner denied that the Seyenth Ward hed paid their money for the benefit of the other wards. That ward (the Seventh) was in debt now to the Seoond, Third and Fourth Wards. Mr. Wilson continued, asserting that when they were made to pay six or eight thousand collars for the improvement of streets which they bad not petitioned for, there was no won- der that they were in debt. \ Mr. M. Larner said that he came not as a representative from the Fourth Ward, but for the city. aud he would vote tor the ¢ity’s in- terest; but he thought the remarks of the gen- tleman (Mr. Wileon) unjust. He wouldalways act for the best interests of the city at large, eutside of ward lines. The yoto wae take on the amendment, aud it was lost. Mr. Donchue offered an amendment to strike out the names of the parties named in the bill, and diepore of the sites to the highest bidder, which was lost. The bill was read a ihird time and paseed.
