Notice is hereby given to holders of stocks of tae United States that this Department will pur- chase to the amount of $1,500 000 of sald stocks at any time when the same may be offered prior to the Ist dey of June next, and will pay therefor the following prices, to wit: For stock of the loan of 1842, a premium of ten percent; for stock of the loans of 1547 and 1948, a premium of sixteen per cent.; for stock issued under the act ef 1860, commonly called Texas-in- demnity stock, a premium of six per cent.; and for stock of the loan of 1816, redeemable on the fath November, 1516, if received at the Treasury prior to the Ist day of January next, a premium of 2 per cent; ifreceived between the Ist Jan- uary and the 3ist of March next, a premium of 2 per cent ; and if received after the Uist of March and prior to said Ist of June next, a premium of 136 per cent. interest will also be allowed on said stocks at the rates specified in the certificates, from the 1st July last, if assigned with the principal of the certificates received prior to the Ist of January next. After that date the interest will be allowed in addition to the premium from Ist of January to the date of their receipt. In both cases one day’s interest will be allowed in addition for the money to reack the seiler. Certificates transmitted to this Department un- der the present notice suould be duly assigned to the United States (with the current half year’s in- terest, if sent prior to the Ist of January next) by tue party entitled to receive the purchase money. H RUPOSALS ARE INVITED FROM THE Powder Manufacturers of the country for fur nishing Five Thousand Barre's of ee, or any portion ef that quantity not les than one thousand barrels. Four-fifths of the Powder to be furnished must be Cannon Powder, and one- afth Musket Powder; and the whole amount that may be ordered must be delivered at the harbor of New York bythe Ist of Angust, 1956, and not sooner than the 20th July, 1856.’ Contracts will be entered into cnly with those who can give sat- isfactory assurance of their ability to manufacture Powder of the quality required for Government use. The proportions of thei lents cf Powder for the military service are 75 parts of nitre, 15 parts of charceal, and 10 parts of sulphu. the ingredients to be ured in the manufacture must be of the highest degree of purity; the nitre must not contain more than 1-3000th part of chlorides; the charcoal must be obtained from sound willow or poplar wood, of not more than three or four years’ ; and the sulphur of such purity «bat in burnt: 100 grains ina glass vessel the residuum not exceed a fraction of a grain. The Powder must be packed in barrels of one hundred pounds each ; the barrels to be made of well-seasoned white-oak, and hooped with hickory or cedar hoops (the latter preferable) de- prived of their bark; the hoops to cover two- thirds of the barrel, and toibe secured by cores nails; instead of a bung on the side, a screw hoie one and a half inch diameter must be made in the head of the barrel, and closed by a wood screw with an al head, not projecting beyond the ends of the staves, with a washer under {t of thin leath+r steeped in a solution of bees-wax in spirits of turpentine, and a plece of cloth glued over the head of the screw plug The ingredients, and also the powder, during and after fabrication, will be bos to inspec- tion and proof by otticers of the Ordnance Depart- ment, as laid down 1» the Ordnance Manual, (to which bidders are referred.) and non= will be re- ceived urless approved by the inspector. The in- spection will made at the powder works, and certiscates will be given by the inspector to the contractors, on the presentation of which, with receipts, by the ordnance officer stationed in the harbor of New York. for the powder delivered there, payment will be made to the full amount.
