Itis very common practice for school districts and municipalities to borrow and to make no provision, for years, for payment.- The moment that a loan is made, provision should also be made for the creation ofa sinking fund to care for the debt at its maturity. Inthe press of expenses inevitably incident up- onrapid deyelopment this isa matter which is easily neglected. Such neglect is most unwise: most improvident. The creation of a small sinking fund, so small thatit will be ar insignificant burden, will provide for the grad- ual discharge of all the debts which the district of Bemidji now carries. Something to Think About. Here is Uncle Sam’s opinion of the cigarette fiend: “Seventeen young men in Emporia, Kan., were exam- ined for the navy here a few days ago,” says Wm. Allen White. “Only three were accepted. The others were rejected, each and every one of them, for de- fects and infirmities caused by the use of tobacco and 50 per cent of those rejected smoked cigarettes. These men are young yet and looked strong and hearty. In ten or twenty years, ac- cording to the doctor, they will begin to break and their earning capacity will begin to wane.
