Nathan 1. Miller and which will meet to file its report this afternoon in the office of Comptrolier Charles L. Craig, it was learned to-day. The commission has been working for several months on the report and], fits recommendations will be the result @f one of the most exhaustive studies @f the question ever made in this eountry, The report, following its acceptance, will be submitted to the ext Legislature for passage, and it was sald that assurances already are fm hand that it will be passed with Mitle change. Provisions of the report were kept wecret prior to its submission by the pommission, but it is reported that ‘one of these is that home rule will be granted to the city just as far as the Constitution of the State permits. It had been believed that some mem- bers of the commission would op- pone ihe granting to the city hand, but this belief now appears to have had no basis in fact. As for the recommendations with regard to proportional representation, this feature of the report {s sald to id fair to revolutionize election pro- codure in New York City. In effect, it does away with the system of wards in the election of Aldermen, schoul boards and other bodies of the kind, Of course, proportional representa- tion has no part in the election of in- dividual administrtive officers, such as Mayor and Comptroller. Much of the this representation rewmmmendations are the result of Proposals submitted to the Commis- sion by the Proportional Representa- tion Committees of New York City, which comprises scores of the most Prominent men and women in the city. The main recommendation of the committee has to do with the elec- tion of Aldermen, so that™every party and every voter may receive a fair share of representation. The com- mittee charges that under the pres- ent election laws, a large minority of voters have a disproportionate repre- wentatioh. In a word, proportional representa- fon would do away with certain elec- tion districts and make several larger Gistricts in which voters could vote for any one of frem five to seven candidates. Take lower Manhattan, for example, in Assembly Districts 1, 2, 3, 4, 5, 6, 8, 10 and 12, in which there are 658,870 voters, This would be made into one district under the mew plan and every voter in that dis- trict could vote for any one of seven candidates for Alderman. In the west side of Manhattan, Assembly Districts 7, 9, 11, 13, 19, 21, 22 and 23 would be done away with and six candidates would se set be fore 540,990 voters in those districts.
