\ SS Gs mama ~NEW YORK ADVISED TO BURN ~ BITUMINOUS NO ANTHRACITE 10 FORGE Will Reduce Prices, Increase Surplus and Is a Feas- mw ible Plan. By Sophie Irene Loeb. In order to avert a coal famine, Which is forecasted by all authori- ties, and in order to break the high prices of anthracite coal, Dr. Royal S. Copeland, Commissioner of Health, urges the people of New York to use bituminous or soft coal He said to-day: “One of the great- est problems we had to deal with last year was the question of coal supply. The Health Department Practically commandeered the an- thracite coal and determined where ft should be sent “It looks to me as if we would hr.e a similar problem to deal with next year. The bi re empty, and unless our citizens awaken to the importance of pre- paring for cold weather, it may well be that there will be a simi- lar shortage next winter, “Personally and officially | wel- coms any movement looking to the education of the public to the importance of putting in a supply of coal and to the study of the virtues of soft coal, of which there is always an abundance.” Many residents of the city, how- ever, are of the opinion that soft or bituminous coal is forbidden to be used, on account of the smoke. When this matter was put before promi- nent members of the Board of Alder- men by The Evening World in its campaign to reduce the cost of coal the Aldermen found that the whole matter was in the Sanitary Code and under the jurisdiction of the Health Department, although these authori- ities were ready to foster an ordi- nance that would lift the ban on smoke DR. COPELAND SAYS THERE IS NO BAN ON SOFT COAL. 1 therefore discussed this matter CUT IN PRICES ES making it possible for the people of New York to use soft coal! and thus break the high prices of anthracite and allay the shortage, he will gladly make On this point the Commissioner made the following observation: “There Is a popular idea that it ts contrary to the Sanitary Code to burn soft coal in the City of New York. This is not thelaw. The code re- Jquires that ‘No person shall cause, I suffer or allow dense smoke to be discharged from any building, vessel, stationary or locomotive engine or motor vehicle, place or premises within the City of New York or upon the waters adjacent thereto, within the jurisdiction of the said city.” “The experts in this department say that it is possible to burn soft coal in any furnace without creat- ing dense smoke, It is simply a matter of regulating the feeding of the furnace. “Naturally, soft coal cannot be burned under the same conditions as hard coal. Yet, with the high price charged for anthracite it cer- tainly seems the part of wisdom for the citizens of New York City to study the problem of coal consump- tion and to rive consideration to the increased use of soft coal.” ‘To aid in this matter, Dr. Copeland has set some of his experts to work, and in a short time he will present methods of using coft coal on prem- {ses where formerly only anthracite had been used According to The Evening World's investigation, the coal problem looms New York are practically at the mercy of the coal barons in tho matter of supply as well as in price. EVENING WORLD SUGGESTIONS FOR COAL LEGISLATION. This neewspaper is urging legisla- tion in Washington that will end the Jauestion once and for all, and prom- fnent Senators are considering the following three items for legislative enactment, which it is belleved wil! considerably alleviate the distressful with Dr. Copelund, and he assured me that any move that he can make, conditions: 1.
