The policeman was Benjamin Bailey, who crept past two look-outs to the top floor of No. 16 Bowery, knocked down three Chinese who were @bout to sound an alarm, broke his ‘way through a barbed wire entangle- ment in front of a door and lined up every man in the room to await the Grrival of assistance. Bailey had ‘ar- ged with Patrolman James Sulli- van to call the wagons when he blew his whistle, and the clanging of bells attracted hundreds. Bailey's appearance in the room started a riot. Tables were over- turned and several men struggled to gather up money.
