Coward 904.076 Street, New York Matt Orders Piieg ‘NAW Warren Send for Catalen jaa mane eeaseeas CHICAGO, Dec. 2.—Statementa In reply to the recent letter in which Jonebh P. Tumulty, secretary to Presi. dent Wilson, exptained from an Ad- ministration viewpoint the situation in Mexico, as regards the Roman Catholic Church, have been made public here, One is by Mgr. Francia C. Kelley, President of the Catholic Church Extension Society, and the other by the Rev. R. H. Tierney, edi- tor of th holle weekly, “Amer- jea,” and both renew criticilem of President Wilson in recognizing the Carranza Government, under which, ays Mar. Kelley, religious liberty ts being denied to the people of Mexico. The statement by Mgr. Kelley, in part, follows: “If the files of the Department of State are without official records to prove the ‘dastardly crime’ of out- Tages committed upon nuns by Mext- can Revolutioniats, there are oMclal records in other places, copies of which have been offered to the De- partment of State. I happen to have fome of them myself, given under oath, I have one ip particular that bas never seen the light of day, “But ts Mr, Tumulty perfeotly safe in trying to disprove all the outrages against religion through denying one? Even if we grant all his contentions, there still remains a great burden of crime absolutely unexplained, “One thing, however, he may be certain of; The worst of the effi- davits will never be given out, for it stands to reason that no names are going to be mentioned; not for the evolutionists’ sake, of for Mr, Tu-~ multy's sake, but rather for the eake @f the poor victims. “The murders, tho looting, the stealing, the closing of churohés; &c., have been admitted over and over again by the Revoelutionists them- eelves, It ig most extraordinary that Mr. Tumulty could make the state- ment seriously that the officers of the American Army ‘never heard a sin- gle report of outrage having been committed.’ “The fact of the matter is that the story first came to my knowledge through one who received it from officers of both the army and navy. I afterward conversed with one of these officers, and he not only cor- roborated what I had heard, but gave me additional facts. “However, his case is about the ame as that of the nuns, While I have his name and his signature, 1 do not propose to have him dismissed from the army, or have his life made a burden by revealing it. “Mr, Tumulty may not, perhaps, have heard that nuns were forcibly taken from traing and sent into the Revolutioniat army. The number of nuns who reached Cuba or the United States safely is negligible. How many of them will never be heard from? “ A rather strange thing it Is that Mr, Tumulty should use as an au- thority ‘the Very Rev, Antdnio J. Paredes, Roman Catholic Vicar Gen- eral, the Archbishopric City, When Bryan was Secretary cf State he communicated to me a copy of the statement of Canon Paredes, to give it to che press, Through bud- Field Malone of New York, I gave Mr, Bryan information as to who this Antonio J, Paredes was, “L4gold him that he was Vicar Gen- eral Of Mexico City only because he had been appointed by that oMce, despite the fact that the there is no union in that country be- tween Church and State, The ven- erable Archbishop of Mexieo City, however, as Father Tierney saya, in order to avoid further scandal, al- lowed Paredes to act; but, as a mat- ter of fact, very few of the clergy uf Mexico City pay any attention to him, | but recognize the authority of another Vicar General whose appointment faa not made by Gen. Carranza. An- tonio J, Paredes is to-day knocking around Megico City with a revolu- tionary uniform on, It was he who, taken a8 a nominal priso! to V Cruz with a number of other priests from Mexico City, worked on the poor prisoners td have them eign a docu- | ment favorable to Carranza, \the sort of gn ‘authority’ Antonio J, Paredes te, “It 1s a matter of Interest in this ednnection to know thet Mr. Bryan, when he learned about Canon Pa- redes, did not give his statement to the public press, as he hed intended. ‘This fact, of course, must have been known to Mr, Tumulty, “Burely, Mr. Tumulty te not inno- cent enough to really believe that the promises made by Carranza were in- of Mexico and informed me that he was going | A Carranza to] > & Constitution of Mexico proclaims that THE EVENING WORLD, THURSDAY, DECEMBER 2, 1915. tended to be kept, If they were, how| explain the persecution which hos broken out since in Morelia and in Yueatan? How explain that, con- trary to the Constitution, clergy may no longer even hold private prop- erty in Mexico—-not Catholic clergy - men alone, but all clergymen? “This is not a Catholic question, | and the interests of the Catholic Church are not alone at stake, It is & question that concerns the fund-) amental principles of democracy, which President Wilson is bound to uphold, as the head of the democracy in the world. If Nberty falls for Catholics it falls for Protestanta. “I have constantly pointed out, even to President Wilson himself, the fact; that the Church in Mexico fa not ask.) ing for privileges of any kind what- ever. The demand is merely for re- ligious liberty as it exists in the United States.” The statement by Father Tierney, along the same lines, says: “Mr, Tumulty discounts nearly ali tho reports of outrages, but his con- tention is sustained by no evidence of value, His testimony about the treat. ment of Sisters is in every -astance except one negative and cannot render uncertain the proposition that Sisters were outraged nor prove the contra- dictory proposition that Sisters were hot outraged, Against this negative testimony Monsignor Kelly and my- self save set and can now set aff. davits declaring that Sisters were it ‘ treated. ee MRS.
